GIZ International Services is shortlisted for the EU-funded tender: Support for the Reform and Strengthening of Governance in Lesotho Programme”.

The overall objective / impact of the programme, of which this contract will be a part, is to foster Rule of Law, Good Governance, Human Rights and Gender Equality in Lesotho.

The specific objectives/outcomes of the programme are:

SO1: Increased independence and performance of the justice and governance sector institutions

SO2: Improved efficiency and quality of justice service delivery

SO3: Improved access to justice for all, in particular for women, children and other vulnerable and marginalised groups

SO4: Increased accountability, integrity and credibility of justice and governance institutions

The first specific objective of the programme will be implemented by UNDP through a contribution agreement, running from 1 November 2020 to 31 October 2022, which aims to sustain the momentum created by the national dialogue process and strengthen the capacities of the National Reforms Authority and relevant sector ministries to implement the strategic reforms decided by national consensus. This component also seeks to enhance citizen’s participation in the implementation of the national reforms through efficient and effective information, education and communication processes, facilitated by civil society organisations and special interest groups.

The purpose of this service contract is to support the coordination and implementation of Specific Objectives 2, 3 and 4 of the Programme.

Your tasks

The team leader will be responsible for planning, directing and coordinating the implementation of activities, and controlling the quality of all reports and deliverables issued under this contract. She/he will shall have experience in the management of a comparative contract both in size and duration requiring coordination with multiple experts and stakeholders at the same time.

She/he will need to guide and advise justice institutions on legal /judicial reform policy, and ensure an efficient internal communication system among programme stakeholders.

She/he must be well versed in procurement activities for supplies and services funded by EU external cooperation programmes (namely EDF procedures) and must have experience in the preparation of tender documents and in monitoring the contractual implementation of contracts.

Your profile

Qualifications and skills

Master’s degree in Law, International Development, Social Sciences/ Humanities or equivalent domains. In its absence, equivalent professional experience of at least 12 years in law or the justice sector, preferably in a country included in the DAC List of ODA Recipients; Knowledge of both written and spoken EnglishExcellent communication skills and organisational capacity Excellent computer skills

General professional experience

A minimum of 12 years’ experience in development and management of justice sector reform programmes, including but not limited to legal and institutional reform and judicial administration/ court management, preferably in a country included in the DAC List of ODA Recipients; A minimum of 5 years’ experience working on capacity building programmes in the field of justice and/or the rule of law sector with government officials and magistrates; Experience in programme management and management of international teams Knowledge of EDF/ EU procedures (procurement, programme estimates, grants, project cycle management) is considered as an advantage

Specific professional experience

At least 5 years’ experience experience in advising and assisting programmes in one or more of the following areas: justice delivery services, human rights/gender, access to justice/legal aid, probation and / or mediation services. Experience in working with principles related to gender equality and of the rights-based approach At least 5 years’ experience with strategic planning, costing, budgeting and monitoring of justice sector policies Previous working experience in ACP countries and/or Sub-Saharan Africa is required Knowledge of British Common Law countries' justice system is an advantage

Location information

Maseru, Lesotho (operational base for the project), with field visits in the districts (Thaba-Tseka, Qacha’s Nek and Mokhotong) Additional districts may be added during project implementation.

Home based working outside Lesotho is also permissible to allow experts to work from home for a at the beginning of their assignment prior to their deployment in Lesotho and also after their deployment to finalise outputs reports etc.
