TB Innovations and Health Systems Strengthening (TBIHSS) is a 5-year USAID funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection, and treatment. The Project will identify and help implement proven approaches to improve TB prevention, increase TB case detection rates, decrease lost to follow-up rates, and increase TB treatment success rates and TB cure rates.

JOB SUMMARY:

Working closely with the TBDR-TB Technical Advisor, the TB/DR-TB Technical Specialist will coordinate all TB/DR-TB activities and implementation across consortium partners in the public sector, monitor activity progress, and provide focused technical assistance as needed to consortium partner teams. S/he will ensure that the implementation of TB/DR-TB interventions is in line with Government of Philippines priorities and goals of USAID TBIHSS in the Philippines.

KEY RESPONSIBILITIES:

S/he will support the TB/DR-TB Technical Advisor in the following:

Provide technical assistance for project-supported facilities and implementing partners in the public sector, including coordinating, and providing TB/DR-TB-related trainings Collaborate and coordinate with staff of national and/or regional health offices and other organizations/partners to carry out TB/DR-TB programs and to support the planning, implementation, monitoring, and evaluation of project activities Support the TB/DR-TB Technical Advisor to provide technical assistance for the activities related to the provision of patient-centered TB care in the public sector throughout the life of the project Collaborate and represent FHI 360 with partners in the public sector in the project related activities in the absence of the TB/DR-TB Technical Advisor Support the TB/DR-TB Technical Advisor in the development of annual work plans, budgets, and reports Provide recommendations for project improvement and technical implementation of TB/DR-TB activities based on monitoring and evaluation of ongoing activities and national priorities related to TB/DR-TB Draft, collect input, and finalize: Terms of Reference, Expense Authorizations, Purchase Requests, Expense Reports, and Activity Reports, respecting all requirements and timelines Submit periodical progress reports and field visit reports and ensure effective filing of documentation in accordance with project and donor guidelines Participate in the regular coordination meetings with Regional Implementation Team and implementing partners Attend provincial, regional, national, or international meetings as required and after consultation with TB/DR-TB Technical Advisor Provide inputs to monthly, quarterly, and annual technical workplans, and ensure timely reporting in collaboration with TB/DR-TB Technical Advisor, Regional Implementation Team Leads, M&E Specialist, and finance team Provide technical support to Regional Implementation, Demand Generation, and Health Systems Strengthening teams within the Project as necessary Draft, collect inputs, and finalize health highlights and/or abstracts of major activities conducted Perform other duties as assigned

MINIMUM REQUIREMENTS:

  • Experience working in organizations or as part of projects that address technical TB issues.

  • Knowledge, understanding and technical expertise in the application and implementation of TB/DR-TB strategies and technical guidance

  • Experience providing technical support for implementing TB/DR-TB policies, drug formulations, shorter treatment regimens for MDR-TB, new anti-TB drugs, and rapid TB diagnostic test

  • Knowledge of and experience implementing patient-centered health care

  • Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders.

  • Proven experience working with government officials, particularly with Department of Health to support strategy development, implementation plans, and decision making is highly desirable.

  • Excellent oral and written communication skills in Filipino and English languages

  • Proficient in MS Office (Excel, PowerPoint, etc.)

    WORKING CONDITIONS AND TRAVEL REQUIREMENTS:

    • Usual office working conditions

    • Ability to travel domestically at least 25%

      EDUCATION/EXPERIENCE:

      • Master’s degree in medicine, public health, nursing, applied clinical research, or other relevant medical or public health field

      • Minimum 5 years of demonstrated experience providing technical support to TB and DR-TB programs

      • With relevant training/s in any of the following: NTP Manual of Procedures, Basic PMDT Course, Clinical Management Training on DR-TB, Active Drug Safety Monitoring and Management, TB Preventive Treatment, HIV Counseling and Testing
