Terms of ReferencePurpose of project: In the context of efforts to strengthen Camp Coordination and Camp Management
capacities, the United Nations Agency for Refugees (UNHCR) will organize a Shelter Management
Toolkit to support the management of sites that provide sheltering to refugee persons. The creation
of the Toolkit will be based on international standards of shelter management (such as Sphere
Standards and Camp Management Toolkit), and the standards, guidelines, and operational procedures
of the Unified Social Assistance System of Brazil (SUAS – Sistema Único de Assistência Social).
In order to do so, UNHCR intends to hire an individual specialized consultant to draft the Toolkit
according to the aforementioned international guidelines (which bases the technical support UNHCR
has provided to public institutions and other relevant stakeholders), the expertise created and good
practices put in place by the different management teams. The consultant will work under the
supervision of UNHCR Field Office São Paulo, in cooperation with the São Paulo`s Municipal Secretariat
of Social Assistance and Development (SMADS – Secretaria Municipal de Assistência e
Desenvolvimento Social).
The consultant will deliver 3 products:
1) An initial report with a compilation of the management mechanisms currently in place in the
shelters in São Paulo;
2) A draft document (presented in a workshop with key stakeholders) detailing good practices
identified in the shelters in São Paulo considering international standards (Sphere and CM Toolkit) and
the SUAS guidelines;
3) Proposal of a Shelter Management Toolkit that identifies best practices and mechanisms put in
place based on international standards and SUAS guidelines.

General Background of Project or Assignment:
In order to enhance the access of refugees to protection and local integration in the Southeast of
Brazil, UNHCR Field Office São Paulo plays an active role in supporting Shelter Managers and its
organizations by building capacity through technical visits and training sessions. Aligned with such an
effort, the Field Office leads the Camp Coordination and Camp Management Working Group, with the
objective of promoting coordination among multiple actors and strengthening the humanitarian
response in the 12 shelters in São Paulo.
São Paulo is currently one of the states that receives refugees the most, and it hosts a significant
number of refugees from a range of different nationalities. As a consequence of this presence, the number of refugees in shelters has unprecedently increased in the last years. According to São Paulo
Secretary of Social Assistance (SMADS), the number of refugees and migrants quadrupled between
2021 and 2022, and more than two thousand refugees and migrants are currently living in shelters.
Under such context, as of the constitution of the Camp Management and Camp Coordination Working
Group of São Paulo - SP, UNHCR Field Office São Paulo has been providing technical support regarding
Camp Management procedures and actions. In this sense, considering the specificities of shelters that
receive refugees, and also the challenges that Shelter Managers daily face, UNHCR Field Office São
Paulo – SP – in consultation with local governments and organizations that manage shelters - will
create a Toolkit that suits as a technical tool to Shelter Managers.

Qualification and experience required (degree required, years of work experience, field of expertise, language required):

- Graduation in relevant areas of study, such as Public Administration, Public Policy, Social Sciences,
Social Assistance, among others. Postgraduate studies in related fields are desirable.
- Experience in Camp Coordination and Camp Management.
- Experience in the Unified System of Social Assistance (SUAS).
- Advanced knowledge of international toolkits and guidelines (Sphere Standards, Camp
Management Toolkit and others);
- Advanced knowledge of national toolkits, guidelines and Operational Procedures of Unified
System of Social Assistance (SUAS);
- Proficiency in Portuguese, including excellence in grammar and writing.

PROFILE
- Excellent interpersonal skills.
- Excellent planning and prioritization skills.
- Knowledge of tools for consultations, meetings and conferences.
- Experience with creation of guides, handbooks and toolkits.
- Analytical and drafting skills of programmatic actions in public policies.
- Experience as Individual Consultant for UN Agencies will be considered an asset.
- Specific work experience with refugee and migrant population.
