2. Project details (or ABOD details):
Title of project: Support the elaboration of the 1st Municipal Plan of Public Policies for Refugees, Migrants and Stateless Persons of Manaus.

Purpose of project: In the context of efforts to strengthen specialized local public policies for refugees and migrants, the United Nations Agency for Refugees (UNHCR), an invited member of the Municipal Committee of Public Policies for Refugees, Migrants and Stateless Persons of Manaus (COMPREMI), will support this Committee on the elaboration of its first Municipal Plan. To do so, UNHCR intends to hire a specialized Individual Consultant to provide technical support to the COMPREMI in the development of three products, as indicated in Item 9 of this ToR. The consultant will work under the supervision of UNHCR Field Office Manaus and in cooperation with Committee members for the development of the Plan.

3. Duration and dates of the assignment:

Work 100% (full-time) during the period mentioned above: Yes No. The consultant does not need to dedicate him/herself exclusively to the consultancy, but products should be delivered within the agreed timeframe.

Product 1: at the end of the Month 1.
Product 2: at the end of Month 3.

Note: Missions may be necessary if the selected consultant is not located in Manaus/AM, considering that “in-person” meetings may take place in the city. No additional resources will be made available for missions.

6. Suggested fee (daily/weekly/monthly/lump sum) and currency:
Total budgetary amount allocated for individual contract (incl. travel and DSA etc., if necessary): BRL 20.000,00

Payment schedule:
1st payment, corresponding to 20% of the total value of the contract after the satisfactory delivery of Product 1.

2nd payment corresponding to 40% of the total value of the contract after the satisfactory co-facilitation of the Municipal Seminar for public consultation (Product 2)

3rd payment corresponding to 40% of the total value of the contract after the satisfactory delivery of the final version of the Plan (Product 3).

7. General Background of Project or Assignment:
To enhance refugees’ and migrants’ access to protection and local integration in the North of Brazil, UNHCR Field Office Manaus actively foments and supports local governments in developing specialized public policies at city and state levels. Aligned with such efforts, the Field Office participates in city and state councils, committees, working groups, and forums, to advocate for the effective access of refugees and other forcibly displaced persons to public services and programs, and provides technical support to local governments and networks.
Manaus is the largest city in the northern region of Brazil, with over 2 million inhabitants (IBGE, 2022), and one of the main destinations in the country for refugees and migrants from different nationalities. According to the Federal Police, the government entity responsible for registering and documenting foreigners, over 85,000 refugees and migrants of different nationalities were registered in the State of Amazonas between January 2018 and July 2023. In this context, legal frameworks, plans and policies are being developed both at state and municipal levels, to enable the implementation of public initiatives at the local level and the systematic monitoring of refugees’ and migrants’ access to public services and policies.
Within such context, since the establishment of the Municipal Committee of Public Policies for Refugees, Migrants and Stateless Persons of Manaus (COMPREMI), UNHCR Field Office Manaus, as a committee invited member, has been supporting the discussions for the development of the 1st Municipal Plan of Policies for Refugees, Migrants and Stateless Persons. Alongside other members of the working group established in the COMPREMI to support the Municipality on the Plan’s elaboration, UNHCR will contribute with additional technical capacity throughout the process by hiring a specialized Individual Consultant to support the organization of public consultations, compiling inputs from different actors and drafting the preliminary versions of the Plan.

9. Overall Purpose and Scope of Assignment:
Under the supervision of the team of UNHCR Field Office Manaus, the Individual Consultant will provide technical support to the Municipal Committee of Public Policies for Refugees, Migrants and Stateless Persons of Manaus (COMPREMI) throughout the process of preparing for public consultations, compiling inputs from different actors, and drafting the preliminary versions of the Plan.

PRODUCT 1 – Preparation of the methodology for public consultation operationalization
− Recommend criteria, methodology and tools needed to conduct and systematize the stages of public consultations with the population foreseen in the Action Plan (attached) for the construction of the Manaus Municipal Plan for Refugees, Migrants and Stateless Persons.
− Present the methodological proposal, once reviewed by UNHCR Field Office Manaus, to the Municipal Committee of Public Policies for Refugees, Migrants and Stateless Persons of Manaus (COMPREMI) for its validation.

PRODUCT 2 – Preparation and co-facilitation of the Second Municipal Seminar for public consultations
- Train the Municipal Seminar facilitators on the methodology approved by the COMPREMI for conducting and systematizing debates;
- Participate in the Municipal Seminar and support organization and reporting over the Plenary, if needed;
- Compile Seminar minutes by registering and systematizing its discussions.

PRODUCT 3 – Compilation of the proposals received at the Second Municipal Seminar and elaboration of Manaus 1st Municipal Plan of Policies for Refugees, Migrants and Stateless Persons
- Based on the Municipal Seminar minutes, compile the proposals received by topics.
- Supported by the baseline text and based on the compiled proposals presented on the Municipal Seminar, draft the first version of the Municipal Plan, to be reviewed by UNHCR in accordance with the COMPREMI discussions;
- Present the reviewed version of the Plan to the Municipal Committee of Public Policies for Refugees, Migrants and Stateless Persons of Manaus for its validation.

10. Required level, qualifications, and work experience:

Qualification and experience required (degree required, years of work experience, field of expertise, language required):
- Graduation in relevant areas of study, such as Public Administration, Public Policy, Social Sciences, among others. Postgraduate studies in related fields are desirable.
- Minimum of 5 years of experience in management, research, analysis or development of local public policies.
- Knowledge of policies related to the protection and local integration of refugees in Brazil.
- Proficiency in Portuguese, including excellence in grammar and writing. Practical knowledge of Spanish and English will be considered assets.

PROFILE
- Excellent interpersonal skills.
- Excellent planning and prioritization skills.
- Experience in facilitating participatory consultations, such as conferences.
- Knowledge of tools for conducting consultations, meetings, and conferences.
- Analytical and drafting skills of programmatic actions in public policies.
- Experience as Individual Consultant for UN Agencies will be considered an asset.
- Specific work experience with refugee and migrant population is desirable and will also be assessed as advantageous.
