EpiC Botswana Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. FHI 360 through EpiC is building on the successes of previous programming to expand HIV case finding in the community (including through self-testing), optimize treatment initiation (same-day or fast track initiation), and support treatment continuity including through multi-month dispensing and implementing decentralized drug distribution models. For HIV prevention, EpiC will increase the uptake of PrEP and provide HIV care to survivors of gender-based violence (GBV). Additionally, EpiC support the rollout and launch of the National Guidelines for Implementation of Integrated Community-Based Health Services through close coordination with USAID/Botswana and the Ministry of Health and Wellness. The program targets services to key (men who have sex with men, people in prison, female sex workers, transgender people, and people who inject drugs) and priority populations (including adolescent girls and young women and at-risk men) in ten districts in Botswana: Greater Gaborone, Francistown, Ngamiland, Chobe, Selibe-Phikwe, Palapye/Serowe, Boteti, Kweneng East, South East and Ghanzi.

EpiC Botswana is coordinating the implementation of the third round of BBSS (BBSS 1 in 2012 and BBSS 2 in 2017) in collaboration with Ministry of Health, Global Fund and PEPFAR (CDC & USAID) to gather new information on the burden of HIV among key populations and compare trends.

Job Summary:

The position supports the BBSS 3, EpiC Botswana seeks to engage a Study Coordinator to manage the day to day oversight of study implementation. This role will be critical to the success of the study and will work with Principal Investigators (PIs) who will guide and lead on the integrity of the study design and support ensuring the protocol is implemented with fidelity and a local implementation organization that will manage the logistics of the study.

Technical Officers (Level I – III) provide a range of technical and administrative services at increasing levels of complexity to support project implementation and proposal development. Individuals within these positions are expected to demonstrate an increasing level of proficiency with the specific relevant technical area.

Accountabilities:

  • Coordinate with the BBSS 3 Principal investigator, MoH secretariat and the sub-committees to develop the manual of procedures.

  • Coordinate with the MOH on the Technical Working Group, Community Advisory Board and the BBSS 3 protocol team to get their continuous inputs on matters related to the survey.

  • Establish data entry template and assist in data analysis, report writing, and dissemination of reports.

  • Assist the PIs in monitoring the study budget and study implementation and continually keep informed about implementation developments.

  • Support the technical oversight of the operationalization of the BBSS and Size Estimation through management and coordination of study activities.

  • Ensure that implementing partners and collaborators have the required resources.

  • Supervise field activities to ensure correct sampling procedures and adherence with protocol. Ensure storage, transportation and management of data and biological specimens are as per protocol requirements. Work with PIs to address any issues that are raised.

  • Ensure formative assessment findings are used to inform the main survey and amend the protocol as necessary.

  • Work with the Respondent Driven Sampling (RDS) specialist to oversee the arrangement of the RDS survey sites.

  • Conduct periodic data-quality reviews of study data received from the field to ensure they meet established data quality standards before transferring the data to a central database.

  • Notify PIs of any noted discrepancies in the data, and work with appropriate field staff to resolve any discrepancies.

  • Prepare all data files for transfer to FHI 360 and MOH at the end of the study.

  • Review and assist with all USAID-funded study-related procurements.

  • Performance any other lawful duties.

    Applied Knowledge & Skills:

    • Moderate knowledge of concepts, practices, and procedures by providing technical support for research studies.

    • Development of scope of work and deliverables for partners, consultants, etc.

    • Proficiency with database management software and on-line search tools required.

    • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.

    • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.

    • Must be able to read, write, and speak fluent English.

    • Excellent organizational and analytical skills.

    • Demonstrated proficiency with using Microsoft Office Suite required.

    • Ability to analyze and interpret data, identify errors, and prepare reports.

    • Ability to solve problems and implement corrective action as needed.

            Education: **

            • Bachelor's Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or Related Field.

              Experience: **

              • Typically requires 5+ years of relevant experience managing data collection and technical assistance experience.

              • Prior work experience in a non-governmental organization (NGO), government agency, or private company.

                Typical Physical Demands:

                • Typical office environment.

                • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.

                • Ability to sit and stand for extended periods of time.

                • Ability to lift/move up to 5 lbs.
