Organ: The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

Organization Unit: The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.

Duties / Responsibilities

Under the direction and supervision of the Director of the Regional Office for Arab States the Spectrum Management Expert provides expertise for all assigned responsibilities to deliver expected outputs. Close cooperation with the ITU Radiocommunication Bureau (BR) is essential. This includes acting in a timely, cost-effective manner and fostering collaborative spirit with National Counterparts, other experts and ITU officers in the Regional Office to achieve results. The Spectrum Management Expert combines cutting edge expertise in the relevant area and operates in compliance with organizational regulations and rules and takes responsibilities towards the successful achievement of the delegated assignment. To this end, the incumbent will perform the following duties:

  • Develop, lead, and implement national spectrum management projects involving review of all or parts of national frequency plan, national table of frequency allocations, scheduling and collection of spectrum fees, spectrum re-framing and assignments to majors users.
  • Review existing relevant national regulations and propose improvements/amendments.
  • Identify current situation and future requirements in RF spectrum monitoring and establish modern innovative measurement techniques and related procedures.
  • Develop strategies/plans for the effective and efficient use of the RF spectrum monitoring network resources of fixed, mobile transportable and portable stations/equipment to achieve the required preconceived objectives.
  • Propose methods and procedures for the effective and efficient operation and control of the space monitoring facility.
  • Provide cutting edge expertise for studies and activities undertaken to mitigate interference in general, and interference between public radio communication service providers, in particular, and if necessary, checking the coverage of mobile and wireless networks.
  • Provide cutting edge expertise in developing the methods and procedures for the site inspection functionality and the plans for the effective and efficient utilization of resources to carry out this activity.
  • Provide expertise and support in the technical preparations and follow-up of decisions and resolutions of WRCs, Ras, ITU-R meetings, and other international/regional meetings relevant to his work.
  • Ensure capacity building and skills development as cross cutting issue in the areas of Radio Frequency Spectrum Management, its related sub-areas; develop tailored content and deliver an on-the-job training to counterparts and specialized staff and training and skills development for National staff on associated guidelines and publication in the project Radio Frequency Spectrum Management area.
  • Proactively contribute by participating, providing cutting edge expertise and technical support in the preparation of WRCs, RAs ITU-R meetings and other international/regional meetings relevant to the assigned responsibilities; follow-up on the decisions and resolution of WRCs, RAs, ITU-R recommendations, ITU-R Publications and Circulars to ensure that they are implemented properly.
  • Build, maintain, and expand networks with key stakeholders, advocating and promoting new ideas and opportunities for engagement and ensuring an on-going dialogue.
  • Perform other related duties as assigned.

Knowledge and experience with international planning and collaboration on use of frequencies in harmonized manner in order to minimize cross-border interference. Knowledge and experience with the work of ITU World Radiocommunication Conferences, Radiocommunication Assembly, Conference Preparatory Meetings and the work of Study Groups of ITU Radiocommunications sector.

Qualifications required

Education: Advanced university degree in engineering or science with a specialization in radio communication or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with fifteen years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.

Experience: At least ten years of progressively responsible experience in the field of RF spectrum monitoring acquired in a telecommunication administration or a national/international RF spectrum management environment, including at least five at the international environment/international cooperation. A Doctorate in a related field can be considered as a substitute for three years of working experience. Experience in monitoring the modern wireless networks is essential. Working knowledge of the specialized modern spectrum management/spectrum monitoring software packages available internationally is essential. Experience with implementation of national spectrum management projects such as involving review of all or parts of national frequency plan, national table of frequency allocation, scheduling and collection of spectrum fees, spectrum reframing, spectrum valuation, pricing, assignments to major users (defense, mobile operators, etc.).

Languages: Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

Additional Information: The expert will work exclusively at the national level in the Kingdom of Saudi Arabia. Salary: Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment (PA) (cost of living allowance). The PA is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.
