    Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

    The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

    Introduction

    The Specialist on Sustainable Enterprises, a Just Transition and Skills Development for Decent Work Creation will be part of the ILO Decent Work Technical Support Team and Country Office for Central America (DWT/CO-San José), based in San José, Costa Rica. The DWT/CO-San José covers Costa Rica, the Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, Nicaragua and Panama. It provides high-quality, timely and comprehensive technical support in the design, implementation, monitoring and evaluation of Decent Work Country Programmes within the framework of the United Nations Sustainable Development Goals and results-based work plans.

    The incumbent will promote an enabling environment for the development of sustainable enterprises, with emphasis on small and medium-sized enterprises, cooperatives and social enterprises. The Specialist will also continue the ILO’s work in fostering collaboration and knowledge sharing between vocational training institutions in the subregion and will also follow up on the ILO's just transition approach, as a focal point for the Office.

    The Specialist will work under the direct supervision of the Director of the DWT/CO-San José, and will receive technical guidance and advice from the Enterprises Department and from the Skills and Employability Branch (SKILLS) of the Employment Policy Department.

    Specific Duties

    1. Make recommendations on policies that can facilitate access to appropriate financial services and business management training for enterprises, with a gender perspective, in order to improve productivity, scale up innovation and adopt green technologies and more energy-efficient and resource-efficient practices.

    2. Support the development or revision of policies, legislation or other measures to facilitate the transition to formality of enterprises and the workers they employ and the creation of comprehensive packages of benefits and obligations as an incentive for the formalization of micro and small enterprises, paying due attention to the specific challenges that exist in rural areas and those faced by women-led enterprises.

    3. Support ILO constituents in promoting skills development and continuous training policies in strategies and systems to adapt and reorient skills development to the changing demands of the labour market, in collaboration with United Nations agencies and other multilateral and bilateral entities.

    4. Conduct cutting-edge research and foster innovation to develop innovative skills products on relevant issues such as basic skills, skills upgrading and enhancement, skills funding and recognition, including recognition of prior learning, and skills for the digital, care and green economies, in close collaboration with specialists in the DWT and in technical departments at headquarters.

    5. Support ILO constituents in promoting the use of new and emerging digital technologies to strengthen the delivery, assessment and certification of learning, with emphasis on gender equality and social inclusion, and in diversifying learning options for women through lifelong learning in non-traditional occupations.

    6. Foster collaboration and knowledge sharing between vocational training institutions within and outside the countries covered by the DWT/CO-San José on policy and institutional strengthening. In this respect, close coordination with SKILLS and the Inter-American Centre for Knowledge Development on Vocational Training (ILO-CINTERFOR) is vital.

    7. Provide technical assistance with regard to the development and adoption of coherent policies and programmes for a just transition towards environmentally sustainable economies and societies at the national, sectoral and local levels, through social dialogue.
    8. Provide ILO constituents with policy and technical advice on sustainable enterprises, a just transition and skills development.

    9. Contribute to the Decent Work Country Programmes in the areas of promoting an enabling environment for sustainable enterprises, with emphasis on micro and small enterprises, as well as designing, validating and implementing employment generation strategies, a just transition and strengthening professional training and enterprise development policies and services.

    10. Identify opportunities and establish synergies with a wide range of multilateral and private sector entities and online agencies to strengthen collaboration and mobilize resources. Proactively mobilize resources to expand ILO services on skills development to meet the growing expectations of ILO constituents.

    11. Support and further strengthen existing sustainable enterprises, the mainstreaming of the just transition approach into national climate change policies and the skills development activities carried out by ILO in the countries covered by the DWT/CO-San José.

    12. Perform other relevant duties as assigned.

    These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

    Generic Duties

    1. Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation.
    2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
    3. Provide policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
    4. Formulate and submit project proposals and seek funding.
    5. Evaluate the efficiency and effectiveness of the project activities.
    6. Undertake technical advisory missions independently or in collaboration with other specialists.
    7. Conduct seminars, workshops and technical meetings and training courses.
    8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.
    9. Write manuals and/or training guides on related topics.
    10. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns.
    11. Monitor and coordinate research carried out by junior technical officers and external collaborators.
    12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).
    13. Participate in tripartite reviews on development cooperation activities and international meetings and conferences.

      Required qualifications

      Education

      Advanced university degree with demonstrated expertise in economics, business administration or social sciences.

      Experience

      Eight years of experience at the national level or five years at the international level in matters related to the promotion of sustainable enterprises and/or skills development. Work experience in the Central American region will be considered an advantage.

      Languages

      Excellent command of Spanish and a working knowledge of English. A working knowledge of French will be considered an advantage.

      Competencies

      In addition to the ILO core competencies, this position requires:

      Technical competencies

      Excellent knowledge of economic policy. The ability to: synthesize research and reach empirically based conclusions on related subjects; provide reasoned advice on best practices to address broader issues outside the field of specialization; formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals and policy and procedural matters and present them at high-level meetings; design and synthesize strategies for programme development in Member States; produce reports (such as reports for regional conferences and the International Labour Conference, technical publications, training manuals and draft resolutions) and evaluate and monitor development cooperation activities and projects; carry out gender analysis and mainstreaming; build motivation and plan, organize and facilitate change.

      Behavioural competencies

      The post requires the use of knowledge management strategies and practices to generate, identify and share necessary skills with respect to lessons, practices and experiences generated with the constituents, ILO collaborators and the general public. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

      Conditions of employment

    14. Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
A successful external candidate will be on probation for the first two years of assignment. Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
