The Social Protection and Jobs Global Practice
The Social Protection, Labor and Jobs Global Practice delivers operational approaches and evidence-based solutions to help individuals and families manage risk, cope with chronic/transitional poverty, and access better livelihoods and jobs. These include:

Strategy, analysis, financing and design of programs delivering social safety nets/social assistance in the form of cash transfers, public works programs, social services, and fee waivers.Advisory and analytical services on design and delivery of contributory transfers (including old-age pensions, unemployment insurance, disability and survivor benefits), and their fiscal sustainability (including budget support for transitions).Analysis, design and delivery of labor market and youth employment programs (with a focus on supply side interventions and intermediation policies), as well as policy advice on labor market regulations and interventions.MENA Regional Social Projection and Jobs (SPJ) unit (HMNSP) manages a growing operations portfolio and exciting analytical work across the region. HMNSP is seeking a Social Protection Specialist to support SPJ engagement in Morocco.
The position is based in Rabat, Morocco and the selected candidate would be expected to travel to Washington and other countries in the Maghreb to participate in essential functions of operations as appropriate.
Roles and Responsibilities
The successful candidate will be a member of HMNSP team and report to its Practice Manager. S/he will work as a core member of the SPJ team in the World Bank’s Rabat office to support the SPJ engagement in Morocco. S/he will contribute to the successful day-to-day delivery of the overall SPJ programming efforts, analytical/technical work, technical assistance, lending, project management. The position will involve frequent interaction with government counterparts, universities, research think-tanks, and other donor agencies. The successful candidate shall work with other GPs and contribute to multi-sectoral tasks as per business requirements. More specifically, the SP Specialist is expected to assist with the following tasks:
Discussing with governments the core social protection and jobs priorities in the short and long term and providing sound advice in the areas of social assistance/social safety nets, social insurance, social services, benefit and service delivery systems, integrated social protection systems, labor markets and migration.Making substantial contributions to specific operational tasks at all stages of the project cycle, including participation in the design and development of specific project components, coordinating across disciplines and project components with other team members, drafting specific project documentation (aide memoire, PAD, etc).Contributing to the unit’s social protection and jobs portfolio management and implementation. This will involve coordination with and support to government counterparts around project management, supervision of agreed work plans, mission preparation, etc.Participating in the design and implementation/supervision of operational and analytical tasks, undertaking field missions, as needed.Carrying out research and analytical tasks on operational, country and sector issues in Morocco related to the portfolio.Coordinating and partnering as necessary with other global practices in advancing the social protection and jobs agenda and meeting key corporate, regional, practice, and country priorities.Contributing to the overall human development (health, education, gender, social protection and jobs) engagement.

Selection Criteria

A minimum of a Master’s degree in a relevant discipline (social sciences, public policy or economics) and at least 5 years of experience relevant to social protection.Knowledge of social protection and labor issues in Morocco. Knowledge of health, education and cross-sectoral human development issues like ECD is a plus.Fluency (reading, writing, speaking) in English, French and Arabic.Policy dialogue—ability to identify and assess policy issues and play an active role in the dialogue with the government and/or other stakeholders.Time management—ability to handle multiple tasks effectively, meet deadlines, manage uncertainty, and adjust to a changing work program.Demonstrated project management skills.Ability to work effectively and independently as a team member and as a leader alike, including in multi-sectoral teams.
