We are currently seeking a qualified, experienced, and highly motivated Vietnamese candidate for the position of Strategic Information (SI) Senior/Technical Officer for the USAID Support to End Tuberculosis project, based in Hanoi.

Position description:

The SI Senior/Technical Officer will serve as key staff providing technical support for the TB program on Health Informatics and Monitoring & Evaluation. S/He will assist in development of TB software, routine M&E activities, data visualization and use, data quality assurance as well as provide technical assistance on Health Informatics and M&E to implementing partners where appropriate.

Key duties and responsibilities:

  • Provide technical support to Vietnam National Tuberculosis Control Program (NTP) to upgrade the Vietnam TB Information Management Electronic System (VITIMES). This will include:

    • Provide technical inputs on specifications, system design, and data analysis.

    • Track and ensure progress and quality of software development.

    • Test new or upgraded functions of the software.

    • Train and provide technical assistance for users at provincial, district and commune levels.

    • Support to design and develop M&E activity plan, focusing on the data component for the TB project.

    • In charge of routine project monitoring data, including data quality assurance (DQA) and quality improvement to enhance NTP network capacity.

    • Conduct data collection, data cleaning, and data analysis for DS/DR-TB active case finding, TB/TB infection diagnosis and treatment.

    • Perform other duties as required.

      Experience and abilities for the position:

      • University degree in information technology, public health or related field. Master’s degree is preferred.

        • Experience in developing health database systems. Knowledge of databases and data management to handle medical records, patient information, and other healthcare data.

        • Experience with relevant technologies and frameworks used in health informatics, such as HL7, DICOM, FHIR, and CDA and basic software to build web-based system such as HTML/CSS, Java script, React, Angular…

        • Computer proficiency with advanced skills in at least three of the following programs: SPSS, Excel, Epi Info, Stata, SQL, R and Power BI.

        • Experience in M&E on health project, preferred on TB.

        • Experience in data analysis and visualization tools to generate insights from healthcare data for decision-making.

        • Ability to work well with all project staff, implementing agencies, GNV counterparts, donor agencies and the communities.

        • Well-developed written and oral communication skills in both Vietnamese and English

        • Ability to travel as necessary.
