    Organizational Setting and Reporting Relationship

    The position of Senior Workplace Management Officer is assigned to the Workplace Management and Hospitality Division (CSWH) within the Corporate Services Department (CSD) oversee National Staff and Administrative Staff.

    You will report to the designated International Staff and will supervise Administrative Staff.

    Your Role

    As a Senior Workplace Management Officer you will: in compliance with internal and industry controls, guidelines and codes, (i) provide professional project management services (at tactical and operational levels) for the designated architectural and engineering design and construction (new build, renovation, fit-out, alterations) projects at HQ or other designated locations; (ii) work in close liaison with CSWH’s projects, space, operations, governance, and hospitality services teams; and (iii) oversee day-to-day monitoring of related contracts and operations and performance of 3rd party professional service providers, including architectural and engineering design, construction trade, and general contractor firms.

    You will:

  • Consistently and methodically carry out all the responsibilities for key related activities including, but not limited to: project portfolio master planning and project requirement programming; risk assessments and feasibility studies; proposal development; planning; specification and validation of design and construction documentation; scheduling; budget estimation, setting, and tracking; procurement and bid evaluation; onsite supervision and controls; onsite health and safety controls; quality assurance and controls; change order management; conflict resolution and settlement; vendor performance management; contract administration; permitting; code compliance and certification; stakeholder impact and experience; communication; progress and management reporting, and; project close out activities.
Actively guide the Project Management team and contribute to the advancement of Project Management services at ADB into best-in-class in terms of service offerings, user needs and experience, service and operational excellence, state of the art technologies, tools and processes,and value management. Ensure implementation of industry standards and best-practices, timely delivery of all assigned program workplan, work-streams, and projects per agreed scope, specifications, schedule, and budget. Recommend project management functional and technical input and validation for assigned projects and related office-based and onsite operations and controls. Manage and monitor contractors, onsite operations, and performance of the 3rd party service providers. Examine and validate submittals, drawings and specifications to verify the adequacy and accuracy of information and consistency with the approved concept/detailed design. Support ADB functional, service, and project managers in engaging and influencing internal stakeholders and facilitate the change process for the adoption of established and newly developed projects, services, standards and guidelines. Ensure arrangements are made to obtain permits and approval of authorities for installation, inspections, and operation of various facilities and equipment including handling, directing and preparation of memoranda, correspondence and other related communications. Devise and deliver strategies that assure stakeholder satisfaction and delight; address and manage client-service requests, issues and resolution promptly and effectively. Propose viable solutions and aid the team and user unit in resolving issues relevant to project management implementation and relevant challenges and disputes. Supervise and provide guidance on the day-to-day project management activities and monitor and provide feedback on the performance of assigned team members by reviewing project prioritization and the distribution of workload. Perform other duties that may be assigned and reflected in the incumbent’s work plan.

Qualifications

You will need:

Bachelor’s degree in architecture or building science, preferably with Master’s degree; Registered Professional accreditation holders advantageous. At least 8 years relevant working experience in an international organization or consultant/contracting firm, in a responsible position leading architectural design and construction, project management, and at least 4 years of supervisory experience. Proven knowledge, expertise, and skills in technical design management, as well as project/construction management methodologies and best-practices. Working knowledge of design/construction project management policies, guidelines, quality assurance and control, and practices at ADB or a similar international development organization advantageous. Strong analytical, negotiation, influencing, interpersonal, and stakeholder management skills developed in a multi-cultural business environment. Commercial acumen, with strong budget, contractual and vendor management capabilities. Proficient knowledge and experience of computer applications including AutoCAD. Working knowledge with REVIT is preferred. Demonstrable supervisory, mentoring, and coaching skills for junior staff. Excellent written and verbal communication English, and technical and creative presentation skills. Please refer to the link for ADB Competency Framework for National Staff Level 3.
