Standard Job DescriptionSenior Reporting Associate Organizational Setting and Work Relationships The Senior Reporting Associate will fulfil internal and external reporting requests. The incumbent is supervised by the Reporting or External Relations Officer or another professional staff depending on the staffing structure of the Office. S/he receives regular guidance and advice from the supervisor. Advice and operational support may also be received from other senior staff and support units at the Country Office / HQ. The incumbent will establish strong liaison with both internal and external parties, including Donors, UN Agencies, and Implementing and Operational partners. The Senior Reporting Associate may supervise some support staff. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Fulfil timely and accurately any reporting requirements within the Area of Responsibility (AoR). - Stay abreast with the operational developments within the AoR and assist in the preparation of briefing notes and reports. - Consolidate data and facilitate the preparation of periodic reports including Sitreps, Fact Sheets and other activity specific reports. - Liaise with internal and external partners to gather information. - May be requested to accompany visitors on missions to refugee sites and provide appropriate briefing, commentaries and briefing material for them. - Work closely with Information Management Unit to ensure accurate and standard data presentation. - Assist in the development of funding submissions, appeals and reports. - Prepare and distribute meeting minutes. - Consolidate and provide inputs for donor reports and inter-agency meetings. - Perform other related duties as required. Nature of Position:

By the mid-October 2023, nearly 3,4M refugees have entered Romania from Ukraine (either directly or through Moldova). Governmental coordination structures were activated at the onset of the refugee influx at the end of February 2022 – with an emergency response (led by the Department of Emergency Services) built upon the emergency structures developed for COVID-19 and a protection/integration focused response coordinated under the Prime Minister’s Office, led by Government Working groups (under the National Plan of Measures (NPM), launched in July 2022).

UNHCR coordinates the refugee response of UN agencies and NGOs in support of the Romanian Government through the Regional Refugee Response Plan (RRP) which is led by UNHCR. The coordination structure is composed of a variety of working groups implementing sector work plans aligned with the NPM. The RRP Romania brings together 34 (appealing) partners -UN agencies, international NGOs and national NGOs – around a common vision/set of strategic objectives to respond to the refugee situation in Romania. The Refugee Coordination Model (RCM) was established in March 2022 to implement the RRP in Romania.

The Senior Reporting Associate will lead the external reporting component of the Inter-Agency Coordination Unit and reports directly to the Senior Inter-Agency Coordination Officer. The Senior Reporting Associate will support the Senior Inter-Agency Coordination Officer in external representation and reporting on the results of the RRP based upon data and evidence. This includes working with the Information Management Officer on capturing quantitative data of the response and working with the respective RRP sector leads in information collection, analysis, and reporting. The Senior Reporting Associate will lead the development of operational reports, maintain the operational data-portal of the RRP, work with sectors to maintain the working arrangement of the respective sector working groups and support the inter-agency team in organizing external visibility products and meetings.
