Save the Children Canada is currently seeking a BILINGUAL Senior Project Technical Advisor - Sexual and Reproductive Health & Rights for a 4 year contract term. 

THE IMPACT YOU WILL MAKE

Save the Children Canada is currently implementing the Foundations project, a 6-year $47 million project focused on advancing the sexual and reproductive health & rights (SRHR) of adolescent girls in Mali, Niger and Sierra Leone. Funded by Global Affairs Canada and implemented through a consortium of international research, technical and implementation partners, the Foundations project aims at enhancing the empowerment of adolescent girls, particularly the most marginalized and vulnerable, to exercise their sexual and reproductive health & rights. In order to achieve this outcome, the project is grounded in a rights-based and gender-transformative approach that places adolescent girls at the centre of the design and uses a socio-ecological approach that recognizes the multiple and interdependent spheres of influence shaping adolescent behaviours and norms. 

 

Reporting to the Head of Gender Equality and Program Impact, this project-specific position plays a technical leadership role in the implementation of the Foundations project. Working closely with the Senior Program Manager of the project and a team of technical advisors, the Senior Project Technical Advisor – Sexual and Reproductive Health & Rights will be responsible for the technical quality and impact of the Foundations project, in addition to co-leading donor and consortium engagement with the Senior Program Manager. 

The Senior Project Technical Advisor – Sexual and Reproductive Health & Rights position will ensure a coherent and integrated technical vision across countries and stakeholders, with the ultimate objective of achieving high program quality and impact. Given the high complexity of the program design, project architecture, partners configuration, and thematic & geographic areas, the Senior Project Technical Advisor – Sexual and Reproductive Health & Rights will be responsible to manage and mitigate key risks related to project implementation at the technical level, including stakeholders and partnerships management. Moreover, the Senior Project Technical Advisor – Sexual and Reproductive Health & Rights must be fluent in both English and French, in addition to being able to travel internationally, including in remote areas and fragile contexts. 

RESPONSIBILITIES

As one of the vibrant roles within the organization, we are seeking an individual who is eager to work on the following areas: 

Project-Specific Technical Leadership, Coordination and Quality Assurance:  

Ensure the implementation of a coherent and integrated technical vision for the project across all project stakeholders and countries. Provide technical leadership and strategic oversight to project implementation with the objective of achieving high program quality and impact.Ensure coordination and communications on technical issues with the team of technical advisors in Canada, the broader project team in Canada and in the countries of implementation, and other project stakeholders.  Maintain line of sight on technical quality and program impact at the country level through effective relationships with Regional and Country offices, enabling timely provision of technical input and oversight, in line with global technical standards and donor compliance requirements.Provide technical support and coaching to project teams in Mali, Niger and Sierra Leone as required.Provide technical leadership in the management of the project’s research and technical partners.Lead the development, implementation and monitoring of program quality tools in gender-transformative and adolescent-friendly SRHR programming. Identify key risks or unintended consequences related to technical issues in project implementation and propose appropriate corrective measuresProvide strategic & technical advisory support to SCC senior management and senior leadership in relation to the Foundations project.

External Representation, Communications and Donor Engagement:   

 

Represent the Foundations project at the technical level in engagement with Global Affairs Canada, including in communities of practice and other relevant forums.Provide technical inputs about the Foundations project to relevant Technical Working Groups within Canada and within Save the Children.Profile the program impact achievements of the Foundations project in relevant fora at the Canadian and global levels, including representation at industry panels, presentations to donors and participation in external practitioners’ networks and conferences.Support the production of high quality thought leadership materials and other communications products from a technical perspective to engage the public around the Foundations project. Act as a technical spokesperson for the organization around the Foundations project. Perform any other duties assigned by the manager. 

 Program Learning & Innovation:  

 

Lead the design, testing, and evaluation of innovations to advance gender-transformative and adolescent-friendly SRHR programming in the Foundations project. Monitor program impact in the Foundations project with the objective of generating compelling evidence, informing quality program design and implementation as well as innovations and best practice.Document and distill project learnings and evidence generated into succinct and compelling programmatic guidance and thought leadership for internal and external consumption.Monitor developments in the sector and field to develop and refine project technical approaches.Provide technical leadership to the delivery of Save the Children “My Sexual and Reproductive Health & Rights” Common Approach in the Foundations project and report achievements to Save the Children’s SRHR Technical Working Group. 

 WHAT YOU BRING

In order for you to carry out these duties, we believe that you are brining the following education and sets of skills. 

Qualification, Knowledge & Experience: 

Completion of a University degree plus post-gradute degree in Public Health or a related field\\10+ years’ work experience in International Development, with a focus on sexual and reproductive health & rightsDemonstrated experience in a technical advisory role, successfully leading the design, implementation and impact measurement of complex health programs, including complex SRHR programsStrong understanding of the Canadian partner landscape;Demonstrated field experience working directly on project implementation;Demonstrated experience with gender-transformative and adolescent-friendly health programming;Prior experience with Global Affairs Canada (GAC)-funded projects; knowledge of GAC policies and procedures; knowledge of Results-Based Management (RBM) approach;Prior experience working in a consortium.Prior experience managing key risks related to project implementation at the technical level, including stakeholders and partnerships managementStrong knowledge and understanding of gender equality principles and practices;Strong knowledge of the global health policy landscape in Canada, including Canada’s 10-Year Commitment to Global Health and Rights;Demonstrated thought leadership expertise such as contributions to academic journals, books, articles; speaking engagements, leading conference presentations and panels;Is a strategic big picture thinker, with the ability to engage at detailed project level;  Strong facilitator, with experience convening and coordinating working groups and project teams;Is innovative, develops new ideas, and demonstrates adaptability;Ability to synthesize and develop high-quality knowledge products from diverse data sources including programmatic materials and tools;Exceptional communication and interpersonal skills to develop strong working relationships across cultural and organizational boundaries with internal and external stakeholders, and managing through influence;Superior verbal and written skills in both English and FrenchComfortable working independently as well as with receiving and accounting for direction and engaging as part of a dynamic team; Well-developed organizational skills; ability to manage multiple tasks;A high degree of self-sufficiency and initiative;A willingness to travel internationally, including in remote areas and fragile contextsMust adhere to Save the Children’s Child Safeguarding policy and protocols

WHAT WE OFFER

This position salary range between $82,300 - $96,521 (with starting salary from $82,300 to $89,000) CAD depending on skills and experience. In addition to this, our employees will have the following package of additional benefits:
