    Organizational Setting and Reporting Relationship

    The positions are assigned to Procurement Division 1 (PFP1) and Procurement Division 2 (PFP2) within the Procurement, Portfolio and Financial Management Department (PPFD). PPFD’s responsibilities include project-related financial management, consultant recruitment, Executing Agency procurement reviews, project implementation, portfolio management and project performance management. In addition, our teams are involved in a number of initiatives and have introduced certain changes to procedures to improve ADB’s performance with respect to consultant recruitment, procurement reviews, project implementation, portfolio management and project performance management.

    The incumbents will report to a PFP1 or PFP2 Director/Procurement Sector Lead within one of PPFD Procurement Sector Teams (Agriculture, Food, Nature, Rural Development; Energy; Finance and Public Sector Management and Governance; Human and Social Development, Transport; Water and Urban Development) and will supervise Administrative staff.

    Your Role

    As a Senior Procurement Officer, you will work closely with other members of the PPFD Procurement Sector Team and engage proactively with Sector Group staff, executing and implementing agencies (EA/IAs), engaged consultants and other stakeholders on all procurement-related aspects of the sector portfolio, to facilitate the successful formulation, processing, administration and monitoring of ADB-financed loan, grant, and technical assistance (TA) projects.

    You will:

  • Serve as a procurement expert in a PPFD Procurement Sector Team.
Undertake the transactional review of various procurement documents, including bidding documents, bid evaluation reports, and recommendations for contract award for goods, works nonconsulting and consulting services. Lead on procurement for assigned projects. Provide advice on compliance with ADB Procurement Policy: Goods, Works, Nonconsulting and Consulting Services (2017, as amended from time to time), and Procurement Regulations for ADB Borrowers (2017, as amended from time to time). Prepare and coordinate procurement aspects of the project preparation documents, review and comment on the bidding document and evaluation reports and consolidate comments, requests for clarifications and/or revisions and draft the relevant sections of the electronic procurement approval form (ePAF), for approval by the relevant delegated authority. Support and guide the EA/IAs in preparing various procurement documents to ensure full compliance with ADB’s procurement guidelines and financing agreements. Support and guide Sector Group in processing and administering TA, prepare all stages of the recruitment process in close coordination with the Sector Group. Prepare the recruitment of individual consultants and resource persons. Contribute to loan/grant/TA processing missions in preparing the strategic procurement planning report and procurement plan, reviewing contract packaging, and discussing with EA/IAs to support project processing, implementation, and other consultation missions. Where assigned, exercise delegated procurement authority. In discussion with the Procurement Sector Lead, escalate complex matters where it is agreed that they need to be addressed at a higher organizational level. Where assigned, support other non-project-related procurement initiatives led by PPFD, including organization and participation in business opportunities fairs and seminars, internal policy development activities, creation of knowledge products, participation at procurement events. Develop training materials and case studies and conduct procurement training to Sector Group, EA/IAs, engaged consultants etc. Contribute to the achievement of corporate targets, including by supporting PPFD and Sector Group in meeting its obligations to management around procurement metrics. Where assigned, provide supervisory and support to junior members of the team. Perform any other assignments as required and reflected in the incumbent’s workplan.

Qualifications

You will need:

Bachelor’s degree preferably in engineering, law, business administration or related discipline; preferably with Master’s Degree or equivalent At least 8 years relevant experience in project preparation, processing and implementation with substantial experience in procurement and contract management related to infrastructure and consultant recruitment. Experience with ADB or similar multilateral development bank’s procurement policies, regulations, guidelines and procedures, and anticorruption policies. At least 4 years of supervisory experience. Ability to manage priorities and workload within general schedule of work, instructions and standardized practices. Strong conceptual skills and ability to identify issues and appropriate actions. Ability to liaise with counterparts effectively and work collaboratively as a constructive team member. Excellent written (including report-writing) and verbal communication skills in English is required. Procurement Accreditation Skills Scheme (PASS) accreditation in both procurement and consultant recruitment will be preferred. Non-accredited applicants may be considered and will be required to complete accreditation within one year of appointment.
