Field of Expertise Requirements

Graduation from a recognized police training school Negotiating and interpersonal skills Ability to read and utilize maps Ability to perform first aid Regular, active police service experience Very good oral and written English communication skills Knowledge of International Police Standards and human rightsLevel of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
Police administrative courses in relevant field and specialized subject area.
Experience:
Minimum 10 years of diversified police experience including at least 12 months’ operational experience in the relevant field and specialized subject area.

Tasks and Responsibilities
Under the guidance of the Head of Public Safety and Community Outreach and direct supervision of the Chief of Police Development Unit (PDU), the incumbent will be responsible for:
Acting as focal point on police reform issues with national and international authorities; The overall delivery of programmatic activities in the portfolio areas of democratic policing and professionalization of the police and service delivery, including the design, preparation, implementation and evaluation of programmatic activities: Providing advice and technical assistance to the Host Country’s Ministry of Internal Affairs on police reform issues within the Mission’s Mandate and other official agreements with the Host Country; Assisting the Ministry of Internal Affairs in analyzing training needs, development, implementation and evaluation of police training strategies in line with Mission's mandate and its available resources; Providing recommendations to the Ministry of Internal Affairs in developing, managing and evaluating human resource management reforms; Providing advice and guidance to the Chief of the PDU on strategies related to police reform and other police related activities; Carrying out continuous assessments and analysis within respective field of work, reporting timely to the Chief of PDU; Supervising a team of five international police advisors and six national staff ensuring effective workflow; Ensuring proper coordination of activities with other international stakeholders, active in the area of police reform, in order to complement efforts and increase cost effectives; Undertaking duties of the Chief of PDU whenever necessary; Performing other related duties as required.
