WUSC (World University Service of Canada) is a Canadian non-profit organization working to create a better world for all young people. We bring together a diverse network of students, volunteers, schools, governments, and businesses who share this vision. Together, we develop education, economic opportunities and empowerment solutions that overcome inequality and exclusion for youth around the world, particularly young women and young refugees. WUSC currently works in 25 countries across Africa, Asia, the Middle East, and the Americas, with an annual budget of approximately CAD $32 million. We have over 90 staff in our Ottawa office, and over 200 people in our offices in other countries, implementing over 20 development initiatives in collaboration with Global Affairs Canada, the UK Foreign Commonwealth Development Office (FCDO), the Mastercard Foundation, the World Bank, the African Development Bank and other donors.**Position Description**

As part of the Global Leadership Team, the Senior Manager for Program Development focuses their efforts on designing and securing resources for WUSC’s programs. Reporting to the Chief Programs Officer, the Senior Manager, Program Development leads a 5 person team and collaborates across the organization. If you enjoy innovation, co-creation, collaboration and are experienced in mobilizing financial resources, this role is for you!**Key Areas of Responsibility**

Strategy Development

  • Collaborate with the Program’s Leadership Team to translate WUSC’s Theory of Change into new programming initiatives, reflecting internal and external best practice;
  • Develop and lead the implementation of WUSC’s donor diversification and funding strategies;
  • Collaborate with the Executive Office and Communications team to raise WUSC’s visibility and profile with funders;
  • Monitor, mitigate and manage risks related to WUSC’s funding;
  • Lead the development and execution of the annual workplan and budget for the Program Development team, in line with WUSC’s donor diversification and institutional funding strategy;
  • With the Chief Programs Officer and their team, seek opportunities for WUSC to convene and collaborate with peers and thought leaders in the education, economic opportunities and engagement thematic areas.

Quality Program Design

  • Review relevant funding opportunities for new program initiatives and make “go/ no-go” decisions;
  • Provide strategic input and quality control for program design processes, ensuring to ensure that all proposals meet the WUSC’s internal standards as well as donor requirements;
  • As the most senior program development team member, lead high-value proposal development efforts and/or serve as technical lead writer when required;
  • Facilitate co-design processes in collaboration with WUSC team members globally, as well as partner organizations;
  • Regularly coordinate and collaborate with Country Teams, to build their program development capacity, identify funding opportunities and seek synergies in new program design.

Partnership Building & Relationship Management

  • Build relationships with institutional donors on behalf of WUSC, including with Global Affairs Canada, other bilateral donors, multilateral donors and relevant foundations;
  • Identify appropriate strategic and operational partnerships for WUSC programs and develop teaming/ partnering agreements with them;
  • Represent WUSC at relevant conferences, fora and working groups.

Human Resource Management

  • Personnel management of all staff and consultants engaged by WUSC on program development efforts; with day-to-day oversight;
  • Manage the performance of direct reports using WUSC’s policies and procedures as well as through appropriate coaching and support;
  • Manage the recruitment of key experts and consultants as needed.

Qualifications:

Languages

  • Complete fluency, oral and written in English and French is essential. Spanish is an asset.

Education

  • Master’s degree in a related field.

Skills and experience

  • 10 years of related experience
  • 2 years of experience in a developing country context
  • 5 years of experience in personnel management in a team environment
  • Safety & security awareness and expertise, including willingness to travel to fragile contexts
  • Demonstrated track record of securing resources from institutional and other donors for international development initiatives
  • Knowledge of and experience working in developing country contexts, preferably some in WUSC’s countries of programming
  • Demonstrated experience in cultivating and maintaining relationships with Global Affairs and other donors and stakeholders
  • Superior oral and written communication skills: clear, concise, persuasive writing style
  • Sound understanding of gender and development issues and commitment to gender equality
  • Significant knowledge or experience in two or more of the following sectors or programming areas:

  • Education (system strengthening, access to education for marginalized populations, education quality improvement)

  • Economic Opportunities (Inclusive market development, sustainable livelihoods, vocational training, value chain)

  • Empowerment (civic engagement, youth inclusion & leadership, local governance, multi-stakeholder approaches)

  • Women’s rights and gender equality (gender based violence, women’s economic empowerment, gender mainstreaming).

Competencies

  • Strong capacity for strategic analysis and representation, including working with networks and developing partnerships
  • Excellent administration and organizational skills, including ability to prioritize tasks and handle multiple initiatives simultaneously
  • Proven ability to lead multiple task-oriented teams in a dynamic and constructive fashion
  • Excellent interpersonal skills and demonstrated capacity to work in partnership in a cross-cultural context
