Terms of Reference1. General Background

The UN Refugee Agency’s Innovation Service was established in 2012 to better capture, facilitate, and promote innovation further across the organization. The Innovation Service believes diversity and inclusion are at the center of developing a more robust understanding of innovation that departs from tech-centric models that are often associated with new approaches to humanitarian aid. The Innovation Service creates safe spaces for experimentation to take place in UNHCR’s operations, as well as at Headquarters, whilst instilling a future-oriented approach into how we solve problems and create impact for refugee communities. The Service does so by running five programmes: four Innovation Funds and the Innovation Learning programme (read more here). It is the Innovation Learning programme that the future incumbent of this position will be supporting.

With the Innovation Service’s diverse team dispersed around the globe, the incumbent will reside and have a working permit for Hungary, Budapest but will be expected to work from home for the period of the contract with some face-to-face meetings with the learning programme lead who is also based in Budapest, Hungary.


2. Purpose and Scope of Assignment

The Innovation Service learning programme currently contains the annual Innovation Fellowship programme and the Innovation Alumni Network, besides multiple one-off initiatives. In 2023, these two ongoing initiatives engage over 300 colleagues located across UNHCR Headquarters and country operations. While the Innovation Fellowship, which is delivered collaboratively with the Global Learning and Development Center (GLDC), is a learning programme with workshops, webinars, tasks, and peer support sessions, the alumni network is an informal online space, currently hosted on Microsoft Teams, through which alumni can participate in a variety of innovation initiatives, from learning and sharing events to crossovers between the Innovation Service programmes and the alumni network. The Innovation Service aims to expand its innovation learning pillar to support more staff in learning about innovation approaches and methodologies and support them in experimenting new solutions. As such, the Innovation Service will be growing its learning portfolio, testing and launching new initiatives in the coming year. The incumbent’s role will include both supporting the existing initiatives as well as helping to develop those launched in the future.

This job contributes to talent development approaches and activities:

- The incumbent assists in the design and delivery of customized solutions for colleagues in functional areas, managers and leaders in the areas of innovation. In doing so this will contribute towards building a positive UNHCR learning culture.
- Under the direct supervision of the supervisor who will provide overall direction and guidance in connection with the work, the incumbent will provide full-scale administrative support to learning activities in the area of responsibility. This includes but is not limited to preparations of cost estimations, stakeholder management with trainers, venues and field offices, learner management with participants, and Learning Management System administration.
- They will also support the design and delivery of learning and development activities related to Bureaux and operational priorities.
- The job requires the incumbent to contribute to the unit’s work both internally with the Divisions and Bureaux and in coordination with regional and field offices and external partners concerning capacity building and awareness-raising activities to ensure appropriate cross-linkages of all UNHCR learning and development programmes with functional and management/leadership component.

3. Monitoring and Progress Controls

The incumbent will report directly to Zsuzsa Nagy-Sandor, Assistant Innovation Officer. On a weekly basis, the incumbent will participate in weekly bilaterals with the supervisor, setting agreed-upon deliverables and deadlines for the week. Additionally, in order to help support the Innovation Service learning programme, the incumbent will join meetings with programme designing and delivery teams in order to align and coordinate efforts on projects within the workstream.

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

2 years relevant experience with High School Diploma; or 1 year relevant work experience with Bachelor or equivalent or higher.

b. Work Experience

Required
- Minimum 2 years of relevant professional experience in progressively responsible administrative functions, preferably related to administration, pedagogical activities and/or provision of training.
- Strong English verbal and written communication skills including strong organization skills.
- Experience in providing customer/learner support and stakeholder management in a multicultural environment.
- Experience with course design, delivery, and administration.
- Demonstrated technical experience working with collaborative digital environments such as MS Teams and other collaboration/community-building tool.
- Experience in facilitation, face-to-face or online.
- Demonstrated ability to source, interview, create and edit articles and other written communication/content.

Desired
- Experience working with non-profit or international organisations.
- Experience linked to innovation or organisational change or transformation.
- Experience in stimulating online communities.
