Department Office of General Counsel (GC) - The Office of General Counsel and Chief Ethics and Compliance Officer is responsible for all aspects of Pact’s legal affairs, ensuring the appropriate protection of Pact’s legal rights and mitigation of its legal risks. The department conducts all internal investigations and oversees Pact’s compliance with all laws, regulation, and donor policy through a global compliance program.

Position Overview

The Senior Internal Audit Officer will report to the office of Internal Audit. Internal Audit is one of the groups found within the Legal Department.

The Senior Officer will work with a small group of internal auditors executing internal audits within established organization process controls. The Senior Officer will develop formal written reports to communicate audit results to management and regulatory agencies, if applicable, and make recommendations as appropriate. The Senior Officer may facilitate the work of external auditors during on-site visits.

Key Responsibilities

  • Prepare a comprehensive risk-based audit plan.
  • Lead the full audit cycle and perform financial, grant management, operational, and compliance audits in accordance with the organization’s internal audit program.
  • Performs audit planning tasks including pre-audit information gathering and data analysis to develop risk-based audit scope and performs interviews and testing procedures and document results per prescribed audit program and maintains audit data in the database.
  • Ensures internal control activities are in compliance with guidance provided by the Country Office and Headquarters.
  • Reviews and tests procedures and systems of internal controls at Pact and sub recipient organizations to ensure they are functioning as planned and in accordance with sound managerial principles.
  • Prepare written reports of internal audit findings by including specific recommendations for corrective action.
  • Facilitates and monitors the implementation of corrective action plans to aid country offices or departments in improving compliance with procedures and processes.
  • Provides guidance to internal stakeholders regarding best internal control practices that minimize risk to the organization; works cooperatively with staff at DC and in the Country Office to explain and improve processes and enhance internal controls and compliance.
  • Ensure the risk-based work plan is completed in a timely fashion and with high quality.
  • Ensure Pact’s internal audit database is up to date and provides quarterly updates to Management.
  • Review audit reports and works of Junior Staff Members, for accuracy and compliance and present recommendations and conclusions of audit reviews to the Director of Internal Audit.
  • Supervisor Internal Audit Officers when assigned.
  • Documents processes for improving internal controls, operating efficiency, and the adequacy of records and Provides recommendations to management.
  • Conducts follow-up reviews of financial, grant management, operational, or regulatory compliance deficiencies noted during audts.
  • Conducts internal investigations of irregularities, as assigned.
  • Review allegations of misconduct and other violations of policy, donor rules or law and devise an investigation plan to be reviewed by the Chief Ethics and Compliance Officer.
  • Conduct confidential investigations of Pact staff and third parties related to Pact activities, including, but not limited to, (1) arranging, conducting and recoding witness interviews, (2) reviewing evidence and documentation, (3) conducting analysis of financial systems, internal controls, and relevant regulatory and donor rules.
  • Drafts timely investigation reports with corroborating evidence.
  • Makes recommendations on corrective actions and assists with relevant follow-up.
  • Reports lessons learned for incorporation in training and awareness programs.
  • Applies detailed knowledge of applicable statutes, regulations, donor requirements, organization policies and practices.
  • Organizes reports to comply with applicable guidelines and provides documentation to support
  • Suggests new initiatives, controls, and procedures to ensure good business practices are in place.
  • Detailed information technology systems knowledge is used to enhance project reporting and analysis.
  • Clearly and concisely communicates (oral and written) audit findings and recommendations to the stakeholders.

    Basic Requirements

    • Master's degree with 7+ years of experience or Bachelors with 9+ years of experience.
    • Bachelor’s or master’s degree in accounting, Finance or Business Administration.
    • Advance Degree or Certified Public Accountant (CPA) and/ or Certified Internal Auditor (CIA), preferred.
    • Fully experienced in conducting internal audits, including strong interviewing skills.
    • Fully experienced in using general principles and processes involved in conducting an internal audit.
    • Experienced in government accounting practices, Cost Accounting Standards (CAS), Uniform Guidance (2 CFR 200), and Federal Acquisition Regulations (FAR) systems.
    • Strong experience in fraud detection and anti-fraud training.
    • Experience in investigating fraud in USG grants and contract activities.
    • Able to apply advanced analytical skills in MS Excel and other applications to identify potential issues and trends.
    • Experiencedwithautomatedfinancialreporting and Enterprise Resource Planning systems and applications (Dynamics 365 Business Central, salesforce, Igloo, Adaptive Insight etc.)
      • Strong familiarity with USG regulatory agencies and reporting requirements.
      • Proficiency in spreadsheet software required.
      • Must have excellent analytical and organizational skills, with attention to detail.
      • Must be able to read, write and speak fluent English.
        • Experience working in a non-governmental organization (NGO) preferred.
        • Experience working with a global, international organization preferred.
        • Ability to travel 35%
        • Preferably can speak, read, and write Spanish or French.
