1. General Background

UNHCR, the UN Refugee Agency, is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people.

Mexico has become a destination country for a growing number of refugees, a trend that is expected to continue given the complex migration context in the region. There are currently more than 100,000 refugees in Mexico, with great increases from previous years figures.

UNHCR is committed to supporting Mexico to strengthen its asylum capacity to ensure that persons that are in need of international protection can access the territory and to find regional approaches to equitably share responsibilities within the Comprehensive Refugee Response Framework (MIRPS).

In the context of the Venezuela Situation, the Interagency Coordination Platform for refugees and migrants from Venezuela (R4V) led by UNHCR and IOM, coordinates efforts under Venezuela's Refugee and Migrant Response Plan (RMRP) for Mexico.

The Information Management Unit in UNHCR Mexico Country Office (COMEX), works towards solutions that provide up-to-date data for decision-making, support protection principles and are interoperable with the systems of UNHCR partners in Mexico and other interagency initiatives, such as R4V.

The Snr Information Management Assistant will be part of the Information Management Unit in COMEX, based in Mexico City, to work on and process pertaining large datasets and to produce and disseminate information products to meet Senior Management and Field Offices, as well as pertaining interagency initiatives, needs that are essential for UNHCR Mexico to protect persons that we serve.

2. Purpose and Scope of Assignment

The Snr Information Management Assistant will support the production and dissemination of information products related to activities and response of UNHCR Mexico Operation to population, including but not limited to 3/4/5Ws, Needs Assessments, shelter response monitoring, R4V response, and other Interagency Response.

• Assist in planning and production of standard and ad hoc reports. This entails compiling, processing, analyzing and presenting data and periodic statistical and analytical reports; as well as providing ad hoc charts and tables as required by the management.
• With the support of the IMO, assist in development of new applications/databases needed by the UNHCR Offices/Units and UNHCR involvement in Shelter monitoring, R4V and other Interagency response, in order to perform those tasks smoothly.
• Update and maintain databases of main activities and response in the operation, with great emphasis on the datasets for monitoring UNHCR protection activities and assistance, as well as related R4V and other interagency initiatives. Likewise, provide its respective data processing and dashboards/infographics/maps for consults that can feed the various statistical reports.
• Under the supervision of the IMO, assist in compiling and aggregating information elements required to produce standardized information products and support the design and implementation of data collection plans for baseline and context-specific data regarding activities and response in the operation, including R4V and other interagency response.
• Support the operation in the collation, processing and analysis of data and information and perform data quality and consistency control for specific large datasets (e.g. needs assessment results database, R4V response, shelter response monitoring, etc).
• Coordinate Needs Assessment processes, specifically in required analytical framework, questionnaire design, data collection (apps, rollouts and monitoring), processing/collation and data exploration.
• Support internal and interagency initiatives with data management and data analysis to develop all related information products and keep them updated (5Ws/assessment data).
• With the support of the IMO, assist in operationalizing country-specific common data standards.
• Perform any other tasks as required delegated within the IM Unit..

3. Monitoring and Progress Controls

• Standard statistical data presented in dashboards, infographics, maps, and ad-hoc reports are produced periodically.
• There is reliable and up-to-date data on UNHCR implementation monitoring and assistance as well as other humanitarian response in Mexico Operation.
• The Office delivers reliable, accessible, and user-friendly, relevant, predictable, appropriate and timely information, including UNHCR involvement in R4V and other interagency initiatives.
• Required Needs Assessments are carried out under UNCHR standards.
• Global data standards, and where appropriate, the establishment of country-specific common data standards are adopted by UNHCR and its partners..

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

• Completion of bachelor’s degree in Data Science, Statistics, Demography, Geography, Information Technology or any related field, COMBINED WITH minimum of two (2) years of relevant work experience.
OR.
• Alternatively, completion of Secondary education with post-secondary training/certificate in Data Science, Statistics, Demography, Information Technology or any related field AND minimum of four (4) years of relevant work experience)

b. Work Experience

• Minimum of two (2) years of relevant work experience, COMBINED WITH a bachelor’s degree in Data Science, Statistics, Demography, Geography, Information Technology or any related field
OR
• Minimum of four (4) years of relevant work experience (when completion of Secondary education COMBINED WITH post-secondary training/certificate in Data Science, Statistics, Demography, Information Technology, or any related field).

c. Key Competencies

Functional Skills
Experience with relevant processing software:
• Proficiency in Power BI.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint)
• Excellent written and oral presentation skills.
• Fluency in Spanish and working knowledge of English.

Desirable:
• Demonstrated quantitative and analytical skills applied to reporting client-oriented scenarios.
• Experience with handling confidential data and demonstrated understanding of different data collection methodologies and platforms, including mobile phone applications (e.g. ActivityInfo, KoBo Toolbox, ODK Collect).
• Knowledge of web design and software development is an asset.
• Knowledge of current GIS software (ArcGIS, Google Earth, QGIS) desirable.
• Knowledge of Adobe Illustrator desirable.
• Ability to formulate IM-related technical requirements and Operating Procedures.
