Standard Job DescriptionSenior Information Management Assistant Organizational Setting and Work Relationships The Senior Information Management Assistant assists in the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information. The position is supervised by a more senior position at the field level and receives functional guidance and support from IM specialists at country/regional and global level. Subject to the nature of the task/assignment, he/she will work independently on routine tasks, while will follow instructions of the supervisor for more complex issues. The position has no supervisory role. The incumbent may play a liaison role with the national and local authorities for gathering and exchange of data. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity. Duties - Assist in operationalizing country-specific common data standards and promoting them with partners. - Assist in compiling and aggregating information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data. - Support the operation in the analysis of processed data and information and perform data quality and consistency control. - Facilitate the analysis of cross-border information between relevant countries. - May be required to collect GIS data, update maps and undertake field trips to project sites. - May be required to participate in Needs Assessment processes, specifically in data collection, processing/collation and data exploration. - Liaise with partners and represent UNHCR in meetings related to the functions. - Decide on appropriate resolution to data management problems and escalate issues to the supervisor if incident cannot be resolved. - Perform other related duties as required. Covid-19 Vaccination and related Safety Measures:

General Background:

Costa Rica is a country with a longstanding commitment to human rights. It has been a model in the region on refugee protection and integration schemes and is a leader in seeking to end statelessness. In the past four years, Costa Rica has become an asylum country for refugees from the main displacement situations in the Americas (Nicaragua, Venezuela and Northern Central America), and a transit one for persons in mixed migration movements from other continents.

As of December 2022, Costa Rica hosted over 239,000 asylum seekers, refugees and other persons of concern. In the aftermath of socio-political unrest and violence in Nicaragua in April 2018, Costa Rica became the main reception country for an unprecedented number of Nicaraguan refugees. To date more than 217,000 Nicaraguan asylum seekers have or are waiting to apply for asylum, nearly 91 percent of the total caseload of asylum seekers.

The recent large influx of asylum seekers has not only taxed the capacity of the authorities to process and assist persons of concern, but also UNHCR’s operation. To adequately support the Government in its response and ensure protection and assistance to asylum seekers, the UNHCR operations budget tripled in the past year and its personnel increased from 16 to more than 80 staff. The establishment of a Field Office near the border with Nicaragua has been part of this period of rapid change and adaptation, requiring the reorganization of the operation to deliver, including in the context of L1 and L2 declarations. The COVID-19 pandemic has had a worrying impact on the possibility of refugee and asylum seeker population to meet their basic needs, such as nutrition, shelter and self-reliance.

UNHCR key activities involve registration, border monitoring, community-based protection to identify particularly vulnerable individuals, case management, counselling, CBI interventions, health insurance, livelihoods and peaceful coexistence projects through its partners or directly.

Purpose and Scope of Assignment:

The Senior Information Management Assistant assists in the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.
S/he assists the Programme Team and UNHCR’s implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems. S/he supports the Information Management team to develop and maintain an Infosite gathering all statistics, information and products developed at national level. The Senior Information Management Assistant needs to be committed to continuous learning. Basic knowledge in RStudio is an additional asset for this position.
