    Organizational Setting and Reporting Relationship

    The position of Senior Financing Partnerships Officer is assigned to the Green Finance Hub (SGFH) within the Southeast Asia Regional Department (SERD). You will be based at our Headquarters in Manila, Philippines. You will report to designated International staff and may supervise Administrative staff.

    Your Role

    As a Senior Financing Partnerships Officer, you will lead financial analysis related to fiduciary functions within the Funds and Partnerships subunit of the SGFH. This position involves managing the financial position and reporting for several funds administered by SERD, including the ASEAN Catalytic Green Finance Facility (ACGF) trust funds and the ASEAN Infrastructure Fund (AIF). The role requires close collaboration with ADB management and relevant departments to ensure appropriate governance and administration of fund resources, operating costs, and fees.

    You will:

    Cost Center Administration:

  • Monitor budget utilization and accruals for SGFH’s various cost centers, ensuring compliance with cofinancing agreements and ADB policies. Ensure accuracy in fee management within ADB's accounting system across various IT platforms for funds administered by the SGFH.
  • Prepare and oversee periodic financial reports and statements for internal stakeholders, ACGF trust fund partners, and the Administrator and shareholders of the AIF.
Maintain and update account setups for cost centers and trust fund accounts within internal ADB systems.

Financial Analysis and Reporting:

Support SGFH’s accounting functions to ensure funding availability for specific activities, including staffing costs and consultancy. Provide substantial input to the Funds and Partnerships subunit to track and monitor funds transferred from partners to ADB and subsequent allocations to projects and activities. Support the annual budget exercise by creating budget proposals and projections. Coordinate with relevant departments to facilitate budget tasks. Develop financial projections for ACGF trust funds and the AIF by building and maintaining financial models. Determine scenarios based on operational and economic considerations, liaising with Treasury and other departments as needed. Present financial analyses to relevant ADB management and interdepartmental working groups.

Communications, Partnerships, and External Relations:

Manage day-to-day communication and administrative coordination between the SGFH and other ADB departments, especially with the Controller’s Department (CTL) and Budget, People, and Management Systems Department (BPSMD), regarding fund administration fees and staffing costs. Support the SGFH's responsibilities towards external partners, including the fulfillment of reporting requirements for ACGF donors and AIF shareholders. Advise on fee management, usage, and availability in relation to ACGF and AIF operations, in collaboration with CTL and other internal departments.

Qualifications

You will need:

Bachelor’s degree in accounting, financial management, or relevant fields, preferably with Master's degree or equivalent. At least 8 years of relevant professional experience in budget management, forecasting, with fiduciary responsibility; and at least 4 years of supervisory experience. Experience of building and maintaining financial models, including projections and scenario analysis. Experience working with an ADB donor agency and or grant funded program, in a position with fiduciary responsibility. Familiarity with a multilateral institution’s policies and procedures. Strong analytical and detail-oriented skills related to funds and accounts management, and multidisciplinary skills. Excellent interpersonal and communication skills and ability to work with individuals from different cultural/national backgrounds. Excellent understanding and technical IT skills relating to accounting. Additional Information

This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.
