Purpose of Job

  • The mandate of the Independent Evaluation Department (IEVD), conferred directly by the shareholders, is to contribute to improved Bank’s performance in delivering its mandate, strategies and policies by enhancing institutional accountability and learning from experience and evidence, and contributing to policy and operational design and execution.
  • IEvD implements evaluations as per its 3-year rolling Work Program and agreed upon by the Board of Directors through the Audit and Risk Commitee (ARC).
  • To ensure its evaluation work is being used for improved decision-making and performance, IEvD conducts Evaluation Knowledge Management (EKM) activities and ensures that evaluation findings, lessons and recommendations are disseminated to the internal and external audiences through a variety of events and communications activities. IEvD also provides results- and evaluation-related training as part of its evaluation capacity development (ECD) activities.
  • The Principal Evaluation Manager is a key member of the evaluation team; s/he designs and delivers quality evaluations, based on robust methodology and according to an internal quality control process, in a timely manner.
  • Provides support to the Department on a wide range of strategic, policy, and operational matters, including sharing of evaluation knowledge to various internal and external audiences.
  • Leads and contributes effectively to a variety of IEvD products, services and activities, guided by IEvD’s mandate and strategic vision.

    Background

    • IEvD provides evidence-based independent evaluations of Bank operations, policies and processes, incorporating analysis, findings and recommendations, directly to Bank shareholders and Management.
    • IEvD reports directly and exclusively to the Board of Executive Directors with oversight provided by its Audit & Risk Committee.
    • IEvD, Board and Management have different and complementary roles under the Bank’s Evaluation Policy, with IEvD responsible for its overall execution.
    • Whilst independent, IEvD works effectively with the other stakeholders to ensure robust institutional evaluation systems and products and the operational relevance and credibility of the evaluation work.
    • Evaluation products aim to be useful and used; constructive engagement with Management and the Board members is therefore essential to ensure high quality and encourage the effective uptake of evaluation findings.

      Facts / Scale

      • IEvD produces several evaluation products per year including Corporate-, Thematic-, Sector-, Country- Project Cluster evaluations, the Annual Evaluation Review, and a growing number of evaluation knowledge products.
      • The role of the Principal Evaluation Manager is to design and to lead level-appropriate evaluation products, act as an evaluation leader, provides guidance to staff and external consultants if needed, and presents evaluation work to both internal and external audiences.

        Accountabilities & Responsibilities

        • Provides strong evaluation expertise in either one or both of the followings: green finance (i.e. climate finance mobilization, Paris Agreement alignment, new green financial products and services) and digitalization & innovation (i.e. products, applications, processes and business models transforming the traditional way of providing banking and financial services).
        • In line with the IEvD work program, guidelines and protocols, she/he leads, and contributes to complex evaluations activities related to, but not limited to, topics of green finance and innovation, by using appropriate independent research, analysis and other evaluation tools.
        • Provides leadership on researching, generating, and promoting innovative evaluation methodologies – within IEvD and external audiences – through knowledge sharing activities and publications.
        • Leads systematic reviews, synthesis notes, topical papers, working papers and other evaluation products, and contributes to joint evaluations on select projects with other IFIs and development partners.
        • Plays a key role in disseminating evaluation findings and promoting learning from evaluation products and leads/ contributes to evaluation capacity development (ECD) activities.
        • Performs other tasks as assigned by the Chief Evaluator and Director(s) or duties that may be assigned as reflected in the incumbent’s work plan, including providing guidance to and managing IEvD staff and selecting and managing consultants by ensuring delivery of their work of high standard and in accordance with specification.
        • Contributes to a positive and harmonious work environment, observes EBRD behavior competencies standards, engages productively with both senior and junior colleagues and represents IEvD in internal and occasionally external events/ fora as requested.

          Knowledge, Skills, Experience & Qualifications

          • Master's Degree, or equivalent in business finance, business administration, statistics, development studies or related fields; specialization in communication, public relations, journalism and public administration would be a plus.
          • At least 10 years of relevant experience in development, including relevant evaluation experience; expertise in innovative approaches and techniques for evaluation (i.e. GPS data, AI, BDA, etc.) is an asset;
          • Experience in evaluation and/or quantitative and qualitative analysis is preferred; relevant experience in the areas of external affairs and communication and/or knowledge management and learning in the field of development; working experience for other MDBs or IFIs is an advantage.
          • Strong analytical skills and hands-on experience in data analysis and management, including data cleaning and preparation, data analysis and exploration, statistical knowledge, creating data visualizations and creating dashboards and reports.
          • Demonstrable skills with Microsoft Office products and databases; skills in Tableau, Internet content management systems, MaxQDA and similar products would be a plus.
          • Ability to perform effectively as a team leader, exercising supervision, coordination, and planning responsibilities over multi-disciplinary unit; coach or mentor team members; and capacity to manage and deliver effectively on multiple complex and diverse tasks; and ability to work flexibly and independently in virtual environment.
          • Ability to plan and organize; develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
          • Excellent oral and written communication skills in English; working knowledge of another language relevant for the EBRD work would be a plus, i.e. French, Russian, Arabic, etc.
          • Highly developed interpersonal skills, including the ability to adapt sensitively to the EBRD’s multicultural environment; well-versed in building effective working relationships based on professional respect and credibility.
