Senior Durable Solutions Associate

Organizational Setting and Work Relationships
The Senior Durable Solutions Associate reports to a Durable Solutions or a Protection Officer. The incumbent may have supervisory responsibility for durable solutions support staff.

The incumbent is relied upon to ensure the implementation of a durable solutions strategy. S/he works closely with protection and programme staff. Fostering an environment to enhance partnerships is a critical element of the work, as are activities designed to strengthen the involvement of refugee communities and their hosts in the design and implementation of solutions strategies.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Provide counselling to refugees and other persons of concern (POC) to identify the most appropriate durable solution and to enable them to make a well-informed decision.
- Implement and follow-through the country's repatriation programme in all protection, administrative and logistical aspects, and liaise with the appropriate entities (external and internal) to ensure full coordination of movements and adherence to protection guidelines.
- Interview and prepare Resettlement Referral Forms (RRF), in line with Resettlement SOPs.
- Interview candidates for local integration and prepare the appropriate documentation for onward submission to local authorities or partners, in line with Local Integration SOPs.
- Liaise and contribute to discussions on durable solutions, with local authorities, host populations and partners.
- Assist in updating the electronic database for resettlement, voluntary repatriation and local integration, in line with Standard Operating Procedures.
- Process documentation to ensure that POC receive the documents required for their durable solutions in a timely manner.
- Prepare statistical and ad-hoc reports to ensure accurate information is available and shared with relevant offices and partners.
- Interview and decide on the appropriate durable solution to be provided to POC.
- When counselling POC, decide on the content of information and advice to be shared.
- Enter information into available database, in line with SOPs.
- Draft and submit reports relating to durable solutions.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate Profile G7 – Snr Durable Solutions Associate (PN 000535) - Operational Context

Czechia is currently hosting the highest number of Temporary Protection holders per capita in the European Union. Inclusion and integration of Temporary Protection holders progressed with access to schools, employment, and access to services. Access to affordable housing remains a priority concern to improve sustainable solutions. Language acquisition is also essential to overcome one of the main barriers to accessing public services and the labour market. While there has been noticeable progress, refugees continue to face significant challenges in their integration efforts with language barriers, administrative hurdles, and other barriers. Access to the labour market remains challenging for many in particular at equivalent qualification level due to language barriers and issue of diploma recognition, and labour exploitations risks remain high.

To address these challenges UNHCR works closely with national authorities at central and local level to identify and support opportunities for enhanced integration of refugees. UNHCR provides support to municipalities engaged in the response. Efforts also focus on ensuring access to social services and benefit for the most vulnerable including healthcare, education and affordable long – term housing. UNHCR continues to finance partners providing assistance to refugees in accessing national systems through the provision of counselling, engagement with service providers and the provision of supplemental services including language classes. UNHCR also supports the integration of other refugees and stateless persons.

UNHCR Czechia is creating a Snr Durable Solutions Associate position to support the monitoring and implementation of these activities. The position is based in Prague with possibility of missions across the country. The Snr Durable Solutions Associate is a member of the Protection Unit and reports to the Assistant Integration Officer. The candidate will closely work with colleagues in other units. S/he will also work in coordination with partner organizations, authorities, and other relevant stakeholders.

Language Requirements

G-7 monthly salary range: NET CZK 55,946 - CZK 68,886

Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).

Pension system: Staff members holding a fixed-term appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

Health insurance plan: locally recruited staff members in the Czech Republic will be enrolled in the National Health System of Czech Republic.
