Senior Data Management Associate

Organizational Setting and Work Relationships
The position is supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works independently with an oversight from the supervisor. The position directly supervises some support staff.
Contracts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.


All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Monitor the regular data entry activities and verify accuracy and relevance of data on a regular basis.
- Prepare regular database back-ups.
- Coordinate the data transfer of refugee records amongst camps.
- May be required to collect GIS data, update maps and undertake field trips to project sites.
- Ensure that the data which are mainly related to asylum seekers, refugees and persons of concern to UNHCR are correctly entered into the computer databases.
- Develop and run the required reports from the databases used in the operation including ProGress database and assist in analysis/interpretation of data to identify patterns/trends.
- Compile data and interpret the statistics for various reports.
- Develop forms and tools for data collection and analysis.
- Identify knowledge and hardware gaps of the operation in relation to all aspects of data management.
- Decide on data recorded in the database.
- Decide on appropriate resolution to incidents.
- Escalate issues to supervisor if the incident cannot be resolved within area of responsibility.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

The Senior Data Management Associate will oversee all aspects of the data that supports our fundraising including the constituent database, data warehouse and business intelligence application. We currently work utilize Raiser’s Edge as our CRM but are in the middle of a migration to Salesforce CRM, anticipated to launch in Q2 2024. This is a management level role.

The position manages one direct report, the (Donor) Database Associate. The position manages our relationship with our data vendor Deloitte, as well our BI vendor. Furthermore, there is substantial support for the role from HQ and regionally including a Salesforce team and Business Intelligence unit, who can provide training and hands on assistance for the Canadian fundraising program. This position will have end-to-end responsibility over data management for the entire fundraising operation. This person will provide key support for the day-to-day operations of the fundraising team during a key time while we migrate our system to Salesforce. Additionally, the person will manage their team to provide all day-to-day support for the operation including supporting all donor information systems including data integrity, updates, corrections, transfers, data enrichment and reporting segmentation.

Core Responsibilities:

- Lead on the Salesforce migration project
- Design and generate BI reports that measures the KPIs across all fundraising activities.
- Provide meaningful data insights based on analysis on fundraising appeals and campaigns
- Maintain current Raiser’s Edge CRM database – develop and document protocols and procedures; create best practices and improvements for database for eventual move to Salesforce.
- Develop and implement data administration policy (including business rules for fundraising, data entry, manual integration of data from external sources and disparate databases)
- Develop standards and models for the purpose of managing the customer relational management (CRM) database. Along with developing and documenting protocols and procedures; create best practices, manage donor record updates, enrich, cleanse for quality data integrity and make improvements for the UNHCR database.
- Implement Data Management Organization model and Data Architecture documentation for UNHCR Canada wide use.
- Write and create logic related to Business Intelligence (BI) reports
- Perform data selections, data analysis and reports relating to fundraising activities and campaigns for UNHCR using BigQuery and SQL coding language
- Manage the timely transfer of fundraising data to key external stakeholders and the timely upload of data into the CRM.
- Ensure the integrity of the databases through data upload, verifying accuracy and relevance of data on a regular basis.
- Support the entry, verification, recoding, reconciliation, and balancing of all gift data for timely and accurate processing and tax receipting.
- Analyse data to ensure accuracy, data quality, and recommend process changes if required.
- Monthly and ad hoc report development to track the effectiveness of fundraising programs.
- Assist with developing data segmentation to support marketing campaigns.
- Develop forms and tools for data collection and analysis.
