1.     Organizational Context

 

  1. Organizational Setting

     

    The post is located in the WIPO Singapore Office (WSO).  The WSO acts as WIPO Service Center for the Association of Southeast Asian Nations (or ASEAN and comprising Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam) in promoting the use of WIPO's Global IP Services (including WIPO's Alternative Dispute Resolution (ADR) services), WIPO's platforms, tools and publications to all IP stakeholders in the ASEAN region and in supporting efforts in the implementation of the ASEAN Intellectual Property Rights (IPR) Action Plan 2016 - 2025.  As such, the WSO supports national efforts to strengthen IP ecosystems in support of economic, social and cultural development goals.  The WSO is part of a network of WIPO External Offices (EOs).

     

    1. Purpose Statement

       

      The incumbent provides support to the Director in positioning important Organizational programs to be recognized as leading in the field. This requires the conceptualization, designing, identification and mobilizing resources, and implementation the WSO annual workplan so as to ensure clarity and cohesion as well as to add value, efficiency and effectiveness to the program delivery of WIPO in its area of responsibility.

       

      1. Reporting Lines

         

        The incumbent works under the supervision of the Director of the WSO.

         

        1. Work Relations

           

          The incumbent will work closely with and synergize colleagues, both in the WSO and across units at Headquarters, to ensure that mandate implementation proceeds effectively, efficiently and without duplication.  The incumbent will also work closely with stakeholders in ASEAN, including with representatives of the Host Government and Governments in the region, providing authoritative expertise and substantive advice on intellectual property matters.

           

           

          2.      Duties and Responsibilities

           

          The incumbent will perform the following principal duties:

           

          a.   Undertake strategic planning by authoritatively contributing to the Office’s input for the Program of Work and Budget, the WIPO Program Performance Report and annual workplans.  Support the Director in coordinating and closely monitoring the implementation of the annual workplan of the Office.

           

          b.   Assist the Director with the management of the Office, including with respect to operational, financial and administrative matters and the preparation of related reports; review and authorize financial transactions and other administrative actions.

           

          c.   Develop strategies and organize initiatives to increase awareness and use of WIPO’s Global IP Services, tools, databases and platforms; provide information and feedback to users of these services, tools, databases and platforms.

           

          d.   Develop, maintain and strengthen relations with IP stakeholders in the ASEAN, including with small and medium-sized enterprises, women entrepreneurs, and youth.  Identify opportunities, establish frameworks for interaction, and grow and leverage these relationships to further mandate implementation, including through the implementation of impactful projects on the ground.

           

          e.   Represent WIPO at meetings throughout ASEAN and provide substantive expertise and authoritative advice; undertake advisory missions to countries of the region, prepare, organize and make presentations at seminars and conferences; coordinate with Sectors and other work areas in Headquarters and represent the Organization as requested.

           

          f.    Develop and implement strategic and innovative communications and outreach activities aimed at building awareness of the importance of IP as a catalyst for growth and development with the different audiences in ASEAN Countries.

           

          g.   Anticipate and analyze needs and trends in the ASEAN, including the rapid digital transformation of the Region.  Provide detailed reports and recommendations to the Director on the impacts of these for the realization of the Organization’s mandate as well as on the opportunities they present.

           

          h.   Develop close and productive relations with officials of Singapore to facilitate the effective and efficient functioning of the Office as well as the implementation of the activities under the WIPO-Singapore MoU.

           

          i.    Develop, maintain and strengthen relations with representatives of other UN and intergovernmental organizations in the region; participate as appropriate in activities of the Common UN System in the region so as to create effective networks and build synergies for mandate implementation.

           

          j.    Perform other related duties as required.

           

           

          3.      Requirements

           

          Education (Essential)

          Advanced university degree in law, economics, international relations, public administration, management or related field.  A first-level university degree plus two years of relevant professional experience in addition to the years of experience mentioned below may be accepted in lieu of an advanced university degree.
