Result of Service

The Senior Consultant (Local Economic Development, Monitoring and Evaluation of Public Policies) must propose guidelines for the analysis, monitoring and evaluation of project proposals financed by the State Fund for the Combat and Eradication of Poverty (FECOEP in Portuguese), including (i) template for submitting proposals to the Fund and guidelines for evaluating the submitted proposals; (ii) framework for a monitoring and report system of the projects funded including a detailed implementation plan for monitoring activities; and (iii) methodology for evaluating results and impacts of the projects funded.

FECOEP's objective is to enable the population of Alagoas to have access to decent subsistence levels, whose resources must be applied exclusively in supplementary actions in nutrition, housing, education, health, basic sanitation, family income reinforcement and in other programs of relevant social interest, aimed at improving the quality of life (For more information, access: http://www.assistenciasocial.al.gov.br/fundo-de-combate-e-erradicacao-da-pobreza-fecoep).

The consultant will work in close collaboration with the operational and technical teams of UN-Habitat offices in Alagoas and Rio de Janeiro, Government officials, multilateral and bilateral donors and civil society.

Expected duration

The consultancy has an expected duration of five (5) months, with key milestones provided in the calendar of activities concentrated in four (4) months with an additional "contingency" month totalizing five (5) months.

Background

The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.

The Regional Office for Latin American and the Caribbean - ROLAC - is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies.

Through a partnership with the Government of the State of Alagoas to improve institutional and technical capacities of State and municipal stakeholders on sustainable territorial and urban development, UN-Habitat is now setting up the second phase of the project named "Sustainable and inclusive urban prosperity in the State of Alagoas". This second phase shall lead to enhance State of Alagoas engagement toward sustainable and inclusive urban prosperity, through a better understanding of the urban setting, and the establishment or improvement of its public policies, plans, and actions.

In order to properly implement this project, a Senior Consultant (Local Economic Development, Monitoring and Evaluation of Public Policies) is required to ensure a good execution of the work programme.

Report to UN-Habitat Manager

The Senior Consultant (Local Economic Development, Monitoring and Evaluation of Public Policies) will report to Mrs. Rayne Ferretti Moraes, National Officer for Brazil, and to Mr. Alex Rosa, Project Coordinator in the UN-Habitat office in Maceió. Both will evaluate him/her.

Responsibilities

Under the overall supervision of the National Officer for Brazil and the Project Coordinator, the Senior Consultant (Local Economic Development, Monitoring and Evaluation of Public Policies) will:

  • Define a Work Plan considering the Term of Reference, and other activities that may be required for a better execution of the product;
  • Establish the execution schedule and monitor the preparation of the activities;
  • Prepare all the material to guide the meetings, including supporting materials such as PPT presentations and printed materials;
  • Hold bilateral meetings with Government of the State of Alagoas;
  • Conduct dialogues with UN-Habitat, the Government of the State of Alagoas, when requested, and with the other consultants;
  • Systematize and consolidate reports;
  • Maintain an orderly and accessible information file system on the information and data produced;
  • Be responsible for the delivery according to deadlines for each report;
  • Prepare all reports according to the Portuguese standard norms, following the norms of the Brazilian Association of Technical Norms (ABNT);
  • The consultant will be responsible, within its competencies, to ensure that the technical activities are aligned with the quality expectations of UN-Habitat and the project counterparts.

The activities will be carried out under the technical supervision of UN-Habitat in coordination with the Government of the State of Alagoas, and the infrastructure required for the meetings, when held in person, will be provided by the Government of the State of Alagoas.

The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment.

The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Outputs/Work Assignment

The consultant will be expected to carry out the following tasks: i. Review FECOEP documents including its regulatory framework, targets, indicators and existing monitoring tools;

ii. Review FECOEP routines and procedures in place for project submission, assessment and monitoring and hold meetings with Government of the State of Alagoas key informants to identify gaps and obstacles in the process;

iii. Systematize the information collected in steps i and ii and propose a new results-driven framework and roadmap for FECOEP operation;

iv. Map best practices (national and international) of state funds with results-driven monitoring, evaluation and learning systems in place;

v. Develop a monitoring and reporting framework and roadmap (including output and outcome related indicators, milestones, data collection methodology, responsible parties and frequency of collection) to be used by projects implemented with FECOEP resources;

vi. Develop a results-driven evaluation framework with performance indicators based on UN-Habitat evaluation criteria (https://unhabitat.org/sites/default/files/2018/07/UN-Habitat-Evaluation-Manual-April-2018.pdf), milestones, data assessment methodology and responsible parties. It should clearly demonstrate how the impacts outlined in the projects funded will be measured and evidence for the evaluations will be generated (highlighting how, where and why the projects achieved results or not). Knowledge, attitude and practice changes will be important to capture.

The consultant must also hold preparatory meetings with the local technical team of UN-Habitat and the Government of the State of Alagoas, especially the State Secretary of Finance and the Executive Secretary of the Integrated Council of Social Inclusion Policies, in order to define a Work Plan for implementation of this consultancy, which may include other activities in addition to those indicated in this Term of Reference.

The consultant will deliver the following products: Product 1: Work Plan

Description: Work Plan including an implementation roadmap for product elaboration, brief contextualization of preparatory meetings, a baseline assessment plan to address any information gaps through survey, interviews or other relevant data collection tools, information to be systematized, main actors to be involved, methodology, timeline of activities, references.

Expected Delivery Date: 15 days after signing the contract

Product 2: FECOEP proposal submission template and results-driven operation guidelines (including project proposals assessments)

Description: Report including (i) baseline assessment with the systematization of FECOEP regulatory framework and of routines and procedures related to its operation (including submission of proposals and approval of projects with resources from the Fund); (ii) template for submitting proposals and (iii) guide for evaluating project proposals oriented to the financing of evidence-based results-driven public policies. In addition to the report, an executive summary and PPT presentation of this product should also be prepared.

Expected Delivery Date: 45 days after signing the contract

Product 3: Framework for a monitoring and reporting system for projects funded through FECOEP

Description: Report including (i) findings gathered during the review of existing M&E systems, with analytical inputs; (ii) a monitoring framework and roadmap for the projects financed by the Fund, including compendium with output and outcome indicators, data collection methodologies, responsible parties and frequency of collection. In addition to the report, an executive summary and PPT presentation of this product should also be prepared.

Expected Delivery Date: 90 days after signing the contract

Product 4: Methodology for evaluating results and impacts of the projects funded by FECOEP

Description: Report including a methodology for evaluating the results, considering the relevance, effectiveness, efficiency, impact and sustainability of the projects financed by the Fund. In addition to the report, an executive summary and PPT presentation of this product should also be prepared.

Expected Delivery Date: 120 days after signing the contract.

Qualifications/special skills

Skills: â— Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required;

â— Good knowledge on project management methodologies is desirable.

Academic Qualifications: Required: â— Bachelor's Degree in Economy, Public Administration, Law, Public Policies, or related fields is required.

â— Master's Degree in Economy, Public Administration, Law, Public Policies, or related fields is required, or additional six (6) years of relevant experience to the post, beyond the requirement.

Experience: â— A minimum of eight (8) years of progressively responsible experience in project/programme is required.

â— Experience in planning, design and/or work in monitoring and evaluation of public policies is required.

â— Experience in local economic development is an advantage;

â— Previous experience within the UN System would be considered an added advantage.

Language: â— Fluency in Portuguese is required;

â— English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. Good command in oral and written Spanish and English will be considered as an added advantage.

Knowledge Management

→ The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization.

→ The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development.

→ The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating.

→ The person will prepare databases related to the project running.

→ The person will make sure that all relevant technical information will be adequately shared with the correspondent staff.

→ The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency.

Additional Information

Travel details

The consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Travels will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines.

Note: During the COVID-19 pandemic quarantine, travel is not advised.

Remuneration

SB-5/2 (UNDP Brazil Salary Scale, Part-time)

The consultant will receive a total amount of R$ 23.442,54 according to the following schedule: â— Payment 1 (15%): Upon delivery and approval of Product 1 (BRL 3.516,38);

â— Payment 2 (25%): Upon delivery and approval of Product 2 (BRL 5.860,64);

â— Payment 3 (30%): Upon delivery and approval of Product 3 (BRL 7.032,76);

â— Payment 4 (30%): Upon delivery and approval of Product 4 (BRL 7.032,76).

Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
