Senior Community-Based Protection Assistant

Organizational Setting and Work Relationships
The Senior Community-Based Protection Assistant is a member of the Protection Unit and may report to the Protection Officer, Community-Based Protection Officer, or another more senior staff member in the Protection Unit. Under the overall direction of the Protection Unit, and in coordination with other UNHCR staff, government, NGO partners and other stakeholders, the Senior Community-Based Protection Assistant works directly with communities of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. The incumbent supports the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level. To fulfil this role, the Senior Community-Based Protection Assistant is required to spend a substantial percentage of the workday outside the office, building and maintaining networks within communities of persons of concern (PoC). The development and maintenance of constructive relationships with PoC that measurably impact and enhance protection planning, programming and results, form the core of the work of the incumbent. S/he also supports the designing of a community-based protection strategy by ensuring that it is based on consultation with PoC.

Duties
- Assist functional units, the Multi-Functional Team (MFT) and senior management to integrate participatory and community-based approaches in the overall protection strategy.
- Through relationships with PoC and network of partners, stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to the protection team. Understand the perspectives, capacities, needs and resources of the PoC and advise the protection team accordingly, highlighting the specific protection needs of women and men, children, youth and older persons, persons with disabilities, marginalized groups.
- Assist in initiatives with host communities to involve national civil society groups in the protection of PoC.
- Support implementing and operational partners as well as displaced and local communities to develop community-owned activities to address, where applicable, the social, educational, psycho-social, cultural, health, organisational and livelihood concerns as well as child protection and prevention and response to GBV.
- Assist in the analysis that identifies the capacities of communities of concern and risks they face.
- Support participatory assessments by multifunctional teams and ongoing consultation with PoC.
- Support efforts to build the office capacity for community-based protection.
- Support communities in establishing representation and coordination structures.
- Ensure community understanding of UNHCR's commitment to deliver on accountability and quality assurance in its response.
- Collect data for monitoring of programmes and budgets from an AGD perspective.
- Draft and type routine correspondence, documents and reports and maintain up-to-date filing systems.
- Act as an interpreter in exchange of routine information, contribute to related liaison activities and respond directly to routine queries.
- Assist in the enforcement of participatory AGD sensitive analysis as an essential basis for all of UNHCR's work.
- Initiate AGD sensitive interventions at the appropriate level on community-based protection issues and to respond to protection concerns and incidents within the office and with persons and communities of concern based on agreed parameters.
- Identify and recommend which individuals or groups to prioritize for counselling and field visits based on agreed criteria.
- Enforce compliance of implementing partners with global protection policies and standards of professional integrity in the delivery of protection services.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile The candidate is expected to have substantial contextual awareness of the Algerian political environment, of gender-based violence (GBV) prevention, risk mitigation and response, of community-based approaches, education, UNHCR policies and services in these areas as well as key stakeholders in Algeria. In addition, the desired candidate shall be able to demonstrate knowledge of UNHCR policies and tools, including Inter-Agency Minimum Standards, Guiding Principles, data management systems, and interviewing, counselling and case management standards. The candidate should possess demonstrated experience of participatory assessments and community-based protection approaches to engage with and mobilize communities. Experience with women and girls’ involvement in the office’s planning decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. Understanding of displacement and protection issues related to GBV, child protection, education and the application of the Age, Gender and Diversity (AGD) policy. The desired candidate should be able to demonstrate training capacity on community-based protection and communication interviewing and counseling, case management. Experience working with marginalized or other specific need groups is an asset.

Nature of Position:

UNHCR has been accredited to the People’s Democratic Republic of Algeria, a signatory to the 1951 Convention relating to the status of refugees, since 1984. It provides protection and assistance to persons of concern in both urban and camp settings.

UNHCR’s urban operation, based in Algiers, serves more than 12,000 refugees and asylum-seekers from the Middle East and Sub-Saharan Africa. At the request of the Algerian authorities, UNHCR undertakes registration and status determination and protection activities for asylum-seekers and helps them to secure durable solutions once recognized as refugees. Owing to natural and human-made crises regional and global in nature, there has been an escalation in the number of individuals seeking asylum in Algiers.

The position of Snr CBP Assistant - GBV is based in Algiers and reports to the Assoc Community-Based Protection Officer, or another more senior staff member in the Protection Unit. The incumbent will be expected to work on GBV, education and other community-based activities. The incumbent supports the operations’ efforts to fulfil UNHCR’s mandate and associated obligations on GBV prevention, risk mitigation and response based on policy and guidance. The Senior Community-Based Protection Assistant - GBV works directly with women and girls at risk, out-of-school children and communities of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. The incumbent supports the application of GBV as well as education standards, operational procedures and practices in community-based protection delivery at the field level. The development and maintenance of constructive relationships with refugees and asylum seekers. S/he also supports the implementation of GBV, education protection interventions focus on individual case management and provision of counselling to GBV survivors and vulnerable children, while strengthening safe and ethical data collection. The incumbent will effectively support at times as back-up on child protection and collaborate with other relevant teams within the Algiers Protection units, including registration, RSD/RST, mixed movement, legal and information management team, in addition to programme/CBI, public health and external relations units, as well as if required a broader network of stakeholders who contribute to enhancing protection in the urban context.

Algiers is the capital city of Algeria located in north bothering Mediterranean Sea. Algeria standard time is 01 hours ahead of GMT (GMT+1).

Algiers is a family duty station under B category.

The Algerian visa is not granted at the airport and must be obtained prior to arrival.

Health facilities are accessible in Algiers and clinics, laboratories that are recommended may be communicated once needed ;

Local banking facilities are available in Algiers but the only currency accepted in the country is Algerian dinars (DZD). The system of credit cards (visa or master card) is hardly used in Algiers and is limited to big hotels only. It is recommended to ensure having enough cash in Euros or USD prior to your travel.

International Staff are renting houses/apartments for living that are cleared by UNDSS.
