    Organizational Setting and Reporting Relationship
    The position is assigned to the Media and External Relations Division (DCMD) within the Department of Communications and Knowledge Management (DOCK).

    DOCK is undergoing an internal reorganization. While the position is assigned to DCMD, it may be reassigned as needed.

    You will be based at our Headquarters in Manila, Philippines.

    You will report to the Director, DCMD and will supervise National Staff and Administrative Staff.

    Your Role:
    The Senior Communications Specialist will support the implementation of the communications strategy of DOCK. Key work areas will include: (i) communications advice, planning, and support to assigned departments and offices; (ii) development and implementation of communications and media strategies for selected ADB projects, programs, and sector and thematic issues; and (iii) proactive sharing of professional knowledge and expertise with internal and external audiences.

    You will:
    • Serve as communications focal point to assigned departments/offices.
    • In collaboration with assigned departments/offices, develop targeted strategic communications plans to support the department/office and institutional objectives.
    • Lead implementation of strategic communications plans, including through (i) advice and support on communication planning and execution; (ii) establishing and managing relationships with leading international, regional, and online media; and other relevant stakeholder groups; (iii) arranging interaction, including interviews, briefings, press conferences, etc., with media and other relevant stakeholder groups; (iv) producing social media and other digital content; (v) preparing external relations content for different audiences.
    • Provide media and external relations advice to external relations officers at field offices.
    • Provide leadership, supervision, and support to reporting staff.
    • Ensure the ongoing learning and development of reporting staff.
    • Perform other related tasks as may be assigned by supervisor and reflected in the incumbent’s work plan.

    Qualifications

    You will need:
    • Master’s degree or equivalent in Communications, Journalism, Public Policy, International Development, or relevant fields; or University degree and at least 5 years specialized experience relevant to the position can be considered.
    • At least 10 years of relevant experience in communications, development, or other relevant fields.
    • Experience developing and managing programs in collaboration with governments and international organizations.
    • International experience working in several countries.
    • Excellent written and verbal communication skills in English.
    • Digital and social media savvy.
    • Strong interpersonal skills and client management skills.
    • Able to work collaboratively with teams as a constructive team member.
