About this Position

We are looking for a Section Chief of the Services to the Board, Committees, and Senior Management at the Office of the Secretary who has extraordinary leadership and communication skills to own the delivery of secretariat services to SEC clients with the highest quality standards and in an efficient manner, in line with the vision and goals of the Office of the Secretary. In addition, you will lead the Services to the Board, Committees and Management Section (SEC/STB), which provides secretariat services to the IDB’s Group executive decision-making bodies, including the IDB and IDB Invest Boards of Governors, Boards of Executive Directors, and their committees, the IDB Lab Donors Committee and IDB Management Committees. (SEC Clients). The Section Chief will also function as committee coordinator for one or more of the Board of Directors Committees.

As a Committee Coordinator you will provide secretariat services to the IDB Group, which includes the Boards of Governors and their committees, the IDB Board of Executive Directors and its committees, the IIC Board of Executive Directors and its committees, the MIF Donors Committee, and the standing committees of IDB Management, as well as for meetings or events scheduled and organized by the IDB Group.

What you'll do as Section Chief:

Assist the Secretary in the preparation of Board and Committee meetings, and follow-up of the meeting outcomes, and coordinate with the relevant IDB Group units. Support and advise members of the IDB Group’s Boards of Executive Directors and Management on Board regulations and procedures. Contribute to the review of procedures and regulations to find opportunities for improvements. Ensure compliance with the procedures established in the regulations of the Boards and Committees. Be responsible for the preparation and implementation of the Committees’ work program by the respective Committee Coordinators under your supervision. Ensure the updating and maintenance of the Committees’ work program, serving as the conduit for Board and Management requests. Lead, run, mentor, and assess the performance of the Section’s team and provide regular feedback and guidance. Supervise the preparation of minutes and summary of deliberations of the Boards of Governors an their committees. Provide leadership in the digital transformation of STB functions, to improve efficiency and accessibility for information. This will require working with other Sections of SEC to find integrated solutions that facilitate end-to-end work.

What you'll do as Committee coordinator:

Serve as liaison between Management and the Board on committee matters under your coordination. Participate in pre-meetings and advise Senior Management on the proper handling of items sent to the committees under your coordination. Facilitate coordination between Management teams in the preparation, submission, and follow-up of items to be considered by Committees. Prepare draft versions of chair reports for the committees under your coordination in collaboration with the committee chairperson and supervise the process of distribution and inclusion in the agendas of meetings of the Committee of the Whole and Board of Executive Directors. Review the content of minutes of meetings of the Committee of the Whole and Board of Executive Directors and of committees under your coordination. Advise members of the IDB Group’s Boards of Executive Directors and Management on Board regulations and procedures. Ensure compliance with the Board approved regulations, procedures, and terms of reference of Committees, and contribute to their review to find opportunities for improvement. Keep the Secretary, Deputy Secretary and Section Chief informed of all relevant matters concerning the Committees’ activities. Provide support to Committee Chairpersons in the preparation, conduction, and follow-up of Committee meetings, and serve as Secretary of those meetings.

What you'll need:

Education: You hold a master’s degree (or equivalent) in economics, political science, social sciences, public policy, public administration, government, international relations.

Experience: Knowledge of and experience in project and personnel management. Have at least ten years of relevant professional experience for the Section Chief position, and seven years for the Committee Coordinator position. Understanding of and experience in international development and multilateral financial institutions and private sector financing in Latin America and the Caribbean are preferred and desirable. Experience in working on governance bodies in international organizations a plus

Languages: You are proficient in English and Spanish. A working understanding of French and/or Portuguese is desirable
