About this position

We are looking for a dynamic and innovative Resource Planning and Administration Senior Analyst. In this role you will be performing a wide range of administrative functions in the area of human resources management, budget, finance, and corporate matters.

You will work in Country Office Suriname, part of the Country Caribbean department. This team is responsible for the promotion and development of Bank country strategies and programming; as well as knowledge and capacity-building work that contribute to the country dialogue in the region. The department supports the processing, negotiation, and administration of regional and country specific projects and programs; leading and maintaining the relations of the IDB with member countries; promoting and coordinating the use of the funds administered by the Bank or under parallel financing agreements. You will report to the IDB Representative in Suriname and the Senior Resource Planning and Administration officer.

What you’ll do:

Human Resources Management

Support human resources actions and activities, recruitment, onboarding & offboarding, performance management, recognition programs, engagement, diversity & inclusion, and other related activities. Assist in the design and delivery of the departmental Knowledge, Innovation and Communications Plan. Mobilize training and knowledge actions and activities as needed.

Budgeting, Accounting and Financial Management

Provide support to plan, implement, and monitor all Country Office financial resources, including identification of needs for goods and services, execution of payments & accounting, and preparation of reports for management review and decision making. Create and update projections, process accounting reclassifications and transfers in Hyperion. Perform accounts payable functions by reviewing supporting documentation, creating shopping carts, processing invoices (SAP). Collaborate with colleagues, clients, and counterparts to resolve daily accounting and reporting activities. Perform critical month-end and year-end closing activities such review of key accounts status and its reclassification.

Change Management and Process Improvement

Participate in agile teams to achieve high levels of performance and quality in delivering results that provide exceptional business value to the clients. Support the development of an agile and adaptive approach within country teams and drive a willingness to tackle problems by trying new, creative solutions. Assist in the identification of opportunities to improve the performance of the country office and support the review and design of internal procedures & client-oriented guidelines, ensuring alignment with the Bank’s administrative policies and procedures. Provide support to the department outside of the assigned post of duty as required, allowing for improved workload management, performance tracking, and experience across units.

Corporate matters

Support the team in the Country Office when needed, on corporate matters including procurement, travel, corporate facilities management, corporate social responsibility, security and business continuity, records management, and information technology. Support the coordination of events, seminars, and annual retreats including logistics, invitations, venue, catering services, and the publication and dissemination of event materials. Facilitate firm contracting processes and execution.

What you'll need

Education: Bachelor’s degree Business Administration, Financial Management, Accounting, Human Resources, Operations Management, or other fields relevant to the responsibilities of the role. Training and certification in Agile Methodologies and/or project Management is highly desired. Experience: Required minimum of 1 year of experience, desired 2 years or more of experience in the management of human resources, budgeting, accounting, corporate management, and general administration. Knowledge of relevant IDB Group policies, procedures, systems (SAP, Convergence, Hyperion, ServiceNow), databases, and management processes would be an advantage. Languages: Proficiency in Dutch and English is required. Proficiency in Spanish is desirable.

Requirements

Citizenship: You are either a citizen of Suriname or a citizen of one of our 48-member countries with residency or legal permit to work in Suriname Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab. COVID-19 considerations: the health and safety of our employees are our number one priority. Type of contract and duration

National staff contract, 36 months initially, renewable upon mutual agreement.
