The “TB Innovations and Health Systems Strengthening” project is USAID funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection, and treatment. The Activity will identify and help implement proven approaches to improve TB prevention, increase TB case detection rates, decrease default rates, and increase TB treatment success rates and TB cure rates.

JOB SUMMARY:
This position is hosted under Strategic Information Team. Reporting to the Operation Research Specialist, the Research Officer collaborates with program staff to identify key operation research needs and support the development, implementation, management, conduct, and documentation related to the research studies. Makes detailed qualitative/quantitative data management functions like data sorting, consolidation, quality checks and interpretation among others. S/he will support Operation Research Specialist in implementing appropriate strategies on data quality issues across various research activities and collaborate across technical teams for complex issues related to project research implementation.

KEY RESPONSIBILITIES:
• Support the writing of research protocols and manuscripts following established policies and procedures.
• As guided, accomplish reference and research assistance through basic and advanced searches in databases and other resources.
• Support synthesizing the research information from multiple sources to resolve research requirements and respond to statistical requests.
• Coordinates with the M&E team in ensuring verified and quality data needed in research activities.
• Provide support for statistical outputs and analyses for areas under research.
• Collaborate across teams for complex issues related to project research implementation
• Support conduct of data analysis, data reviews, and reporting of research data.
• Assist supervisor in complying with government regulations when writing and reviewing protocols, analysis plans, reports, and manuscripts, including compliance to scientific and human subject ethics requirements
• Perform tasks such as questionnaire development, analysis, and material management.
• Collaborate and coordinate with the Knowledge Management Specialist in the management of key study documents to ensure adequate resource and reference documentation.

MINIMUM REQUIREMENTS:
• Working knowledge of concepts, practices and procedures for conducting research studies under government regulations.
• Knowledge of data analysis tools, preferably statistical software
• Excellent oral and written communication skills and additional host country language is a plus.
• Ability to analyze and interpret big data, identify errors, and prepare reports.
• Demonstrates good judgment in selecting methods and techniques for obtaining solutions.
• Proficiency in Microsoft Office, spreadsheets, statistical software, EndNote, and other technology required.
• Articulate, professional, and able to communicate clearly, positively with clients and staff.
• Experience working with USAID regulations and in Asia, particularly the Philippines, is an advantage.

WORKING CONDITIONS AND TRAVEL REQUIREMENTS:
• Usual office working conditions.
• Ability to travel domestically at least 25%.

EDUCATION/EXPERIENCE:
• BA/BS in public health, management, social sciences, statistics, or related subjects.
• Requires minimum 3 years’ experience in operation research, developing, monitoring, evaluating, and supporting the information systems management, preferably in the health sector, with manuscripts, and study implementation, specifically TB highly desired.
