Project Description

The purpose of the USAID Caribbean Energy Sector Reform project is to provide technical assistance for energy reform to utilities, ministries, and regulators in the host countries to develop policies, laws, regulations, tools, and processes to design and operate more resilient and modern energy systems. By supporting the development, reform, and promotion of sustainable policies in the energy sector, this project will facilitate the harmonization of islands’ policies therefore creating a larger market for the expansion of cleaner and renewable energy generation. The project will be based in Santo Domingo, Dominican Republic and include programming in Haiti, Jamaica, Dominican Republic, 10 Eastern/Southern Caribbean nations (Antigua and Barbuda, Dominica, Grenada, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, Barbados, Trinidad and Tobago, Guyana, and Suriname).

Position Description

RTI seeks a renewable energy technical specialist to support technical activities as well as oversee monitoring, evaluation, and learning activities for the awarded USAID Caribbean Energy Sector Modernization project. The Specialist will be responsible for tracking progress toward project results and facilitating learning activities. This position will finalize the MEL Plan and lead all MEL activities with home office support. The Specialist will also contribute to technical activities such as the development of studies, coordination of workshops, stakeholder engagement, and other deliverables related to the project objectives to reform the energy sector. The Specialist will report to the Chief of Party and will be based in the Santo Domingo, Dominican Republic.

Responsibilities:

Leads data collection and integration of our adaptive management and collaborating, learning, and adapting (CLA) approach throughout the life of the project, with guidance from RTI’s Home Office and Knowledge Management Expert. Assists with the development of technical studies and assessments related to clean energy. Supports the technical team and COP in their day-to-day activities such as drafting technical memos, providing background research, attending meetings with key counterparts/stakeholders, etc. Identifies and guides priority benchmarking assessments that will inform future program activity design and contribute to the project’s MEL process. Oversees all MEL efforts under this project including development of data collection tools and processes, tracking progress toward indicator targets as defined in the project’s MEL Plan, and ensuring proper documentation of evidence and results. Develops and maintains a performance indicator database and coordinates with project partners as relevant to ensure timely inputs. Facilitates periodic pause-and-reflect sessions with project team to review MEL progress, identify good practices and challenges, and explore data-driven course corrections as needed. Initiates development of project’s quarterly and annual performance reports and summarizes findings from project monitoring and evaluation. Facilitates annual reviews of the project’s theory of change, MEL Plan, work plan, and learning agenda. Conducts periodic data quality assessments to ensure both the efficiency and accuracy of MEL processes. Supports knowledge management and learning product creation and accessibility.

Qualifications:

Bachelor's Degree and 3 years of experience, Master's degree and 1 years of experience, or equivalent combination of education and experience. Experience integrating gender and social inclusion contexts into monitoring, evaluation, and learning activities. Experience in renewable energy is required. Excellent communication and interpersonal skills. Fluency in English is required. Proficiency in Spanish is preferred. Work experience in the Caribbean is highly desirable.
