Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization.     Introduction

    The position is located in the ILO Decent Work Technical Support Team for East and South-East Asia and the Pacific (DWT-Bangkok) with a technical reporting line to the Action Programme on Supply Chains (AP/Supply Chains) at ILO headquarters in Geneva.

    DWT-Bangkok provides high-quality, timely, and integrated technical support to Country Offices in the region in the design, implementation and monitoring and evaluation of Decent Work Country Programmes (DWCPs) as part of the United Nations Sustainable Development Cooperation Frameworks (UNSDCFs) and other joint initiatives anchored in the UN Sustainable Development Goals (SDGs) and outcome-based work plans. It has responsibility to support constituents in developing and implementing activities to promote the ILO’s Decent Work Agenda and for the delivery of development cooperation and advisory services.
    AP/Supply Chains provides coordination and policy coherence to the Office’s work on decent work in supply chains, trade, and investment, and is responsible for coordinating the implementation of the ILO strategy for achieving decent work in supply chains. The Action Programme ensures that all ILO means of action are integrated into the design and implementation of holistic services to support ILO constituents to achieve decent work in supply chains. Relevant means of action include international labour standards and enabling rights, the Tripartite Declaration on Principles Concerning Multinational Enterprises and Social Policy (MNE Declaration), research, data and knowledge, and development cooperation. The Action Programme provides policy advice to the Office and supports its efforts to achieve policy coherence on supply chains within the UN System and among multilateral organizations, international financial institutions and other relevant partners working on decent work in supply chains, including those within the international trade architecture.

    In line with the Action Programme’s strategy, the Regional Coordinator will ensure strong coordination and policy coherence across the region on decent work in supply chains, trade and investment, and enhance the ILO’s leadership role in the global trade agenda through coordination with ongoing development cooperation initiatives, knowledge sharing, advocacy and partnership development with key stakeholders.

    As Regional Coordinator, the position will work closely with the DWT-New Delhi. The Regional Coordinator will report to the Director of DWT-Bangkok and receive technical supervision from the Director of AP/Supply Chains.

    Description of Duties

    1. Build and strengthen policy coherence among all ILO initiatives on decent work in supply chains in the region, in line with the Action Programme’s strategy and agenda. Coordinate cross-organizational teams and initiatives to ensure integration and policy coherence to advance broad programme development.
    2. Lead and coordinate the design, development, implementation, monitoring and promotion of programmes/projects related to supply chains in the region, with a view to enhancing and positioning the ILO’s technical leadership in this area.

    3. Provide thought leadership to ILO constituents and other concerned stakeholders in the area of decent work in supply chains, including through the continuous strategic positioning of the ILO and its mandate within the United Nations system.

    4. Provide authoritative technical and policy advisory services to ILO constituents and other concerned stakeholders at regional and country levels on supply chain nexus with trade, employment, and investment, fostering the integration of cross-cutting policy drivers including ILS, social dialogue, gender equality and non-discrimination, and a just transition towards environmentally sustainable economies and societies.

    5. Work in close coordination with field offices and project managers in the region to advance national policies and programmes on trade, employment, and investment within the Decent Work Agenda, promoting inclusive and gender-responsive supply chain policies and programmes, and their implementation and monitoring.
    6. Coordinate with the Regional Economic and Social Analysis (RESA) Unit, in collaboration with the AP/Supply Chains Senior Research and Policy Coordinator at ILO headquarters, on research related to decent work in supply chains in the Asia-Pacific region to ensure an integrated approach with a view to influencing policy agendas and providing clear and operational policy recommendations. Contribute to the assessment and design of appropriate research methodologies, including with respect to gender-related aspects, enabling coherence in research and data collection activities related to decent work in supply chains and the optimization of knowledge generation.
    7. Coordinate and provide technical inputs to office documents, publications and research papers related to decent work in supply chains in the Asia-Pacific region. Review for quality control.

    8. Identify opportunities for strategic partnerships and broker collaborative relationships with traditional and non-traditional partners, entities of the UN system and other international organizations, regional and national actors, private institutions, multilateral development banks, international financial institutions, research institutions, academia, civil society, and other key stakeholders, with a view to advancing ILO’s strategy to achieve decent work in supply chains and ensuring policy coherence. Lead and coordinate advocacy campaigns and resource mobilization efforts, influencing policy and financing decisions in support of decent work in supply chains.

    9. Promote and facilitate dissemination of knowledge, evidence, innovative practices, and lessons learned in relation to decent work in supply chains at regional and country levels.
    10. Perform other relevant duties as assigned.

    Required qualifications

    Education

    Advanced university degree (Master’s or equivalent) in law, social sciences, development studies, economics or other relevant fields.
    A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

    Experience

    At least ten years’ experience, including at the international level, in programme/project management, international trade and development, supply/value chain analysis, strategies to achieve decent work in supply chains, corporate social responsibility, labour standards and labour markets in developing countries, or related field.

    Languages

    Excellent command of English.

    • Excellent knowledge and understanding of theories, concepts and approaches in the area of decent work in supply chains, trade and investment, with the ability to lead and oversee their development and implementation suited to evolving needs and priorities as applied to the Asia-Pacific region. Detailed and comprehensive expertise in this area to serve as the reference expert across the region.
    • Excellent knowledge of the full range of policy areas and advanced understanding of the ILO’s mandate. Ability to maintain a comprehensive wealth of knowledge of related external issues.
    • Technical leadership skills. Strong team-building and coordination skills. Strong collaborative skills and ability to coordinate teams engaged in complex technical and programmatic work.
    • Strong organizational and planning skills, especially as related to large stakeholder events. Excellent communication skills, negotiation, promotion, presentation, and advocacy skills.
    • Excellent drafting skills and analytical skills.
    • Ability to adapt quickly to new software and systems.
    • Ability to build and negotiate strategic partnerships and alliances with a wide range of key stakeholders and to create innovative opportunities for promoting synergies and ensure organizational results and success over the immediate, mid-term and long-term horizon.
    • Ability to represent the Organization with authority and credibility and position it as a leader in policy discussion related to supply chains. Ability to articulate the Organization’s mandate/strategic objectives/programmes when formulating and delivering information and presentations and adapt presentation methodology to address the needs of different audiences.
    • Ability to mobilize resources.
    • Proven ability in developing and implementing strategies and formulating programme/project proposals. Ability to create a strategic vision.
    • Proven record in programme or project management in the field of decent work in supply chains, especially in the Asia-Pacific region.
    • High level of understanding of gender equality, gender mainstreaming and equal opportunity principles and approaches.
    • Ability to work effectively in a multicultural environment and to demonstrate and model gender-responsive, non-discriminatory and inclusive behaviour and attitudes.

      Conditions of employment
