Background:   UNICEF Tokyo, as part of the Public Partnerships Division (PPD), works to strengthen UNICEF’s position as a trusted partner of the Government of Japan and other public sector partners in Japan, aiming to expand strategic collaborations and opportunities for resource mobilization.  The office engages in evidence-based advocacy and resource mobilization to support the implementation of UNICEF's Strategic Plan 2022-2025 and the Sustainable Development Goals (SDGs) outlined in Agenda 2030.   To ensure that UNICEF remains the best partner of choice for the Government and people of Japan, UNICEF Tokyo actively develops, mobilizes, and manages public partnerships with various stakeholders in Japan, including MoFA, JICA, members of the Japanese Diet as well as broader general public. This is done in close collaboration with UNICEF headquarters, regional offices, country offices, the Japan Committee for UNICEF, and UNICEF's goodwill ambassadors.     Purpose of Assignment:   The Public Partnership Consultant, under the direct supervision of the Public Partnership Specialist for Communication and Advocacy, will offer technical, logistical, and communication support for the upcoming visit of the UNICEF Executive Director to Japan, along with relevant events during her stay.    To make the most of the significant visit, the Public Partnership Consultant will serve as a focal point for improving communication and donor recognition efforts at the Tokyo Office. This includes organizing events and meetings as well as facilitating active media outreach and social media engagement in Japan to reinforce UNICEF's position as the best partner of choice for children's rights.     Scope of Work/ Key Responsibilities and Deliverables:  

The consultant will be responsible for facilitating various communication and advocacy aspects of UNICEF’s activities in Japan, focusing on meeting coordination, event management, media outreach, social media engagement, and internal communication-related tasks.

Coordination and Preparation for Meetings:

Working closely with partners and relevant colleagues in UNICEF, lead the preparation and organization of meetings for UNICEF's Executive Director during her visit to Japan. This involves communicating with partners, scheduling, reserving venues, preparing briefing notes, attending meetings, taking notes for the record, and preparing other relevant documents to ensure successful meetings.

Event Management:

In close coordination with relevant UNICEF colleagues, coordinate logistics and preparation for a commemorative event marking the Goodwill Ambassador's 40th anniversary since her appointment. This includes developing a concept note, identifying reliable vendors and maintaining relations, preparing briefing notes and other relevant supporting documents for senior management and the Goodwill Ambassador, securing the venue, sending invitations and managing RSVPs, budget management, overseeing event execution and preparing the event summary report with the support of the vendor.

Media Engagement:

During the visit of UNICEF’s Executive Director to Japan, collaborate with Japanese traditional media to generate and maintain public interest in UNICEF's work and partnership with Japan. This will be done in close collaboration with the Division of Global Communication and Advocacy, Japan Committee for UNICEF (JCU), and the Goodwill Ambassador's office. Activities with the media include drafting press releases, securing interviews, arranging interview venues, preparing talking points for senior management, and drafting summaries of media coverage after interviews.

Social Media Engagement:

Prepare social media content for the UNICEF's Director ahead of their visit to Japan, in close coordination with colleagues at UNICEF's headquarters. This aims to highlight the importance of the partnership and ensure good visibility and recognition for the support UNICEF receives from the government of Japan. Make summary report of the social media posts after the visit.  In particular, revamp UNICEF Tokyo Youtube channel with new content and boost the followers base.

• Internal Communication:

Draft at least one ICON story summarizing the work and activities of the UNICEF Tokyo Office to increase its visibility within the organization and share best practices with relevant colleagues at UNICEF.

• Organization of the Career Seminar

Organize an online career seminar to attract Japanese nationals to careers at UNICEF and promote our mandate for children. Drafting a concept note outlining the seminar’s objectives, agenda, and target audience; coordinating with academic institutions and other potential co-hosts for the event; creating promotional materials, including advertisements for social media and web articles; identifying and preparing speakers, ensuring they are well-briefed and ready; developing presentation slides and other necessary materials; and facilitating the seminar, ensuring smooth execution and participant engagement.

• Update of the Visibility and Recognition Guidance for UNICEF Country Offices and Regional Offices

Enhance the existing Guidance Note on Visibility/Recognition to improve the quality of visibility materials received from Country Offices (COs) and Regional Offices (ROs). Tasks include: Reviewing and updating the current Guidance Note on Visibility/Recognition; Adding new content, including an annex with examples of best practices in visibility; Consulting with Country Offices (COs) and Regional Offices (ROs) to gather feedback and incorporate their insights; and Developing a final updated Guidance Note.

Contract Duration: 3.5 months (from 22 July 2024 to 31 October 2024) 

Starting Date: 22 July 2024

The selected consultant is expected to be physically present in Japan between mid-September and the end of October, with regular presence in the Tokyo office and able to attend in-person meetings. Details regarding the working arrangement and duration can be discussed with the hiring manager.

To qualify as an advocate for every child you will have...

• Advanced university degree (Master’s or higher) in Communication, Journalism, Public Relations, International Relations or another relevant technical field is required.
• A minimum of five (5) years of relevant professional experience in one or more of the following areas is required: public affairs, resource mobilization, communications, external relations, partnership or other relevant area.
• A minimum of five (5) years of international development and humanitarian assistance experience in the UN system.
• Excellent communications skills, both in Japanese and English is required (verbal and written).
• Familiarity with donor visibility & recognition is required.
• Experience in event management is required.
• Knowledge of development issues, strategies, as well as political and governmental processes is an asset.
• Positive performance record on drive for results and teamwork.
• Proven capacity to quickly absorb new information and techniques and work under tight deadlines.

Remarks:

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
