Covid-19 Vaccination and related Safety Measures:
UNHCR has a responsibility to prevent and curb the spread of COVID-19 as part of its accountability to its workforce and the communities it works in and serves. Recruitment as a UNHCR staff member and engagement under a UNHCR affiliate scheme or as an intern is subject to proof of full vaccination, independently of contract type and duration, unless the candidate is based in a location with documented lack of access to COVID-19 vaccines.
Therefore, the people recommended for the position must provide proof of vaccination or the medical recommendation that justifies non-vaccination.

TERMS OF REFERENCE

1. General Background
(Brief description of the national, sector-specific or other relevant context in which the individual contractor will operate)
Considering that in 2021, the European Union, represented by Agencia Española de Cooperación para el Desarrollo (AECID) have signed an Agreement, the objective of which is to provide a financial contribution to finance project “Health coverage and access to decent employment for the migrant, refugee and asylum seeker population, in vulnerable conditions, in Costa Rica”.
These terms of reference are prepared to have a person in charge of supporting the preparation of the requirements of the beneficiaries of the insurance.

2. Purpose and Scope of Assignment


Duties and responsibilities include but are not limited to:

• Conduct registration interviews in accordance with registration standards and guidance.
• Provides advice and responds to inquiries from asylum seekers and refugees regarding UNHCR insurance procedures.
• Maintain accurate and up-to-date records and data relating to all individual record cases pertaining to the insurance project
• Identify people with medical vulnerabilities, and ensure timely referral to the waiting list
• Provide statistics and reports related to registration data, as requested.
• Act as an interpreter and translator when necessary.
• Perform other tasks related to registration and/or protection as required.

3. Monitoring and Progress Controls

Key performance indicators include, but are not limited to: 50 calls per person per day and/or 45 biometric registrations or verifications per day.

4. Qualifications and Experience

a. Education
Completion of Secondary Education, High School Diploma.

b. Work Experience

• 1 year of relevant experience with High School Diploma; o 0 years of relevant experience with bachelor's degree or equivalent or higher.
• Experience working with databases (structure and management) and the UNHCR proGres database will be valued.

c. Key Competencies

• Desirable: English, and/or Portuguese knowledge will be an advantage.
• Analytical thinking.
• Technological awareness.
• Planning and organizing.
• Prior knowledge and experience in refugee issues, the proGres database and KOBO will be an advantage.

Standard Job Description Clerk Organizational Setting and Work Relationships The Clerk provides clerical and administrative assistance to the immediate supervisor and/or the Office as a whole. The incumbent is normally supervised by an Officer or Associate. S/he receives regular guidance and instructions from the supervisor on procedural aspects of the work. As per specific instructions, the incumbent may require liaising with other internal or external entities, to ensure effective delivery of services and achievement of objectives.
