Standard Job DescriptionProtection Associate Organizational Setting and Work Relationships The Protection Associate normally reports to the Protection Officer or the Senior Protection Officer. The incumbent monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff. The Protection Associate is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern (PoC) and identify opportunities to mainstream protection methodologies and integrate protection safeguards in operational responses in all sectors. S/he contributes to designing a comprehensive protection strategy and liaises externally with authorities and partners on protection doctrine and policy as guided by the supervisor. The Protection Associate also ensures that PoC are involved in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment. - Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct. - Assist in providing comments on existing and draft legislation related to PoC. - Provide advice on protection issues to PoC; liaise with competent authorities to ensure the issuance of personal and other relevant documentation. - Assist in conducting eligibility and status determination for PoC. - Contribute to measures to identify, prevent and reduce statelessness. - Contribute to a country-level child protection plan as part of the protection strategy. - Contribute to a country-level education plan as part of the protection strategy. - Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities. - Manage individual protection cases including those on GBV and child protection. Monitor, and intervene in cases of refoulement, expulsion and other protection incidents. - Assist in identifying durable solutions for the largest possible number of PoC through voluntary repatriation, local integration and where appropriate, resettlement. - Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners. - Facilitate effective information management through the provision of disaggregated data on PoC and their problems. - Participate in initiatives to capacitate authorities, relevant institutions and NGOs to strengthen national protection related legislation and procedures. - Assist the supervisor in prioritizing PoC for interview, counselling and propose protection support for individual cases. - Assist the supervisor with enforcing compliance of local implementing partners with global protection policies and standards of professional integrity in the delivery of protection services. - Assit the supervisor with enforcing compliance with, and integrity of, all protection standard operating procedures. - Submit individual payments request for PoC for approval. - Perform other related duties as required. Nature of Position:

As part of an Operation composed of 6 different Offices/Units, the UNHCR Field Office São Paulo (FOSP) covers 13 Brazilian states and is responsible for promoting the protection and integration of refugees and other persons in need of international protection, fostering the designing and implementation of public policies in the benefit of these groups, working with public institutions for guaranteeing rights and access to services, establishing and monitoring partnerships, and building the capacity of public civil servants (in particular related to child protection, gender-based violence, community-based protection, communication with communities and refugee status determination).

Since 2022, the Office has been particularly involved, together with the municipal, state, and federal governments in the response to the arrival of Afghan refugees reaching the Brazilian territory. In this context, technical support has been provided to shelters (currently, in total, around 800 sheltering slots), especially for the management of humanitarian temporary shelters, according to international standards, which encompasses capacity-building initiatives and promotion of coordination and establishment of flows among the stakeholders. Additionally, UNHCR funds 90 sheltering slots through a partnership with Aldeias Infantis SOS, and other 27 slots in partnership with Caritas and Guarulhos’ municipality.

A close relationship with the Posto Avançado de Atendimento Humanizado and the Federal Police is responsible for guaranteeing access to documentation and asylum procedures, and the work with the Judicial System aims to guarantee free access to judicial assistance. Also, UNHCR works with the local branches of the National Committee for Refugees (CONARE – Comitê Nacional para Refugiados) for strengthening capacities related to refugee status determination procedures.

Working with different universities that belong to the Chair Sergio Vieira de Mello, UNHCR promotes the knowledge concerning the refugees` plight, as well as the actions related to fostering the access and stay of refugees and others in need of international protection to educational opportunities, diploma validation, and Portuguese classes.

Additionally, contributing to the national relocation strategy (Interiorização), implemented by the Brazilian government, UNHCR funds different shelters for receiving Venezuelan persons and promoting their integration, and, thus, self-reliance in Brazil.

The Protection Associate reports to the Protection Officer. The candidate recruited for this position will be responsible for supporting the office efforts related to the protection of refugees and other persons in need of international protection under FOSP`s coverage, including the ones related to sheltering, capacity-building, advocacy, and implementation of public policies, access to territory and to refugee status determination procedures and documentation. Moreover, the recruited person will be the focal point for the Chair Sergio Vieira de Mello initiative, as well as for access to territory and asylum procedures.
