Covid-19 Vaccination and related Safety Measures:
UNHCR has a responsibility to prevent and curb the spread of COVID-19 as part of its accountability to its workforce and the communities it works in and serves. Whilst other measures (such as hand hygiene, physical distancing, ventilation and wearing masks) remain crucial, being vaccinated against COVID-19 plays a key role in protecting oneself, families, colleagues, and the community including persons of concerns and has been proven to significantly reduce risks of serious illness and death from COVID-19. Therefore, in alignment with other UN agencies and based on the advice of the UN Medical Directors network, UNHCR strongly urges all colleagues to get vaccinated as soon as possible to protect themselves and others.
Recruitment as a UNHCR staff member and engagement under a UNHCR affiliate scheme or as an intern is subject to proof of full vaccination, independently of contract type and duration, unless the candidate is based in a location with documented lack of access to COVID-19 vaccines.

1- General Background
The United Nations High Commissioner for Refugees (UNHCR) is an international organization created by Resolution 428 (V) of the United Nations General Assembly, on December 14, 1950, with the mandate to provide international protection to refugees, stateless people, people at risk of statelessness, and promote durable solutions to end the cycle of forced displacement. With this objective, it cooperates with national institutions to guarantee the exercise of the rights of people in forced displacement and improve their quality of life.
UNHCR has worked in Costa Rica for more than 40 years. Based on its protection and solutions mandate, UNHCR supports the Government of Costa Rica in ensuring the rights of people in need of international protection. In addition, directly and through partner agencies, it attends to the needs of asylum seekers, refugees and people at risk of statelessness in the country.
2. Purpose and Scope of Assignment
- Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
- Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
- Observe and respect protection related Standard Operating Procedures (SOPs).
- Provide functional and administrative support in all protection related AGD based programming with implementing and operational partners.
- Assist the Protection Unit on case management, Child Protection, GBV, and other related issues.
- Assist in the implementation of all protection activities in the framework of the Specific Protection Needs area of work.
- Provide functional and administrative support in implementing participatory approaches, needs assessments, monitoring, reporting and case management.
- Assist the supervisor with enforcing compliance with, and integrity of, all protection standard operating procedures for the attention of the specific protection needs of the persons we serve.
- Facilitate liaison with competent authorities for the issuance of personal and other relevant documents.
- Assist in drafting reports, routine correspondence, updating relevant databases and compiling statistics within the Area of Responsibility (AoR).
- Enforce integrity in the delivery of protection services by local implementing partners. Assist the supervisor with enforcing compliance of local implementing partners with global protection policies and standards of professional integrity in the delivery of protection services. Contribute with partners’ monitoring by undertaking regular field visits and drafting monitoring reports.
- Perform other related duties as required.
3. Monitoring and Progress Controls
Consistent with the job description, the supervisor will provide general guidance for the creation and implementation of the work plans, and to the identification of work priorities and appropriate approaches to ensure work meets expected results and in accordance with UNHCR policies and procedures. The supervisor will support the Protection Assistance in the capacities reinforce.
4. Qualifications and Experience
a. Education (Level and area of required and/or preferred education)
Human rights, Social Anthropology, Social work,
Law, International Development, Social Sciences, or other relevant field.
b. Certificates and/or Licenses:

c. Language Requirements
Knowledge of English B2 and Spanish C2 or native
d. Work Experience
1 year relevant experience with High School Diploma; or Bachelor or equivalent or higher, preferably on issues related with child protection, gender, as well as other areas in the framework of the age, gender and diversity approach.
