Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 1,195,132.00 (Phpeso) yearly.
The ILO seeks to recruit a Private Sector Liaison and Partnership-Building Officer at the NO-A level for an upcoming US DOL project on Worker Rights in Rural Sectors with a focus on Women.
This selection and recruitment is part of an ongoing application process for a competitive tender for the grant. Therefore, the ILO will only be able to offer employment to the successful candidate should the ILO’s application be selected for the award. Award decisions are expected to be made by end of 2020. The chosen candidate is to start work within 45 days of the signature of the project award.
The project, if awarded to the ILO at the end of the bidding process, will be implemented in the Philippines and another Asian country to be determined later in consultation with the donor.
Project outcomes include:
The project falls under the technical responsibility of the ILO Labour Administration, Labour Inspection and Occupational Safety and Health (LABADMIN/OSH) Branch.
The Private Sector Liaison and Partnership-building Officer will be under the overall supervision of the Director of the ILO Country Office for the Philippines (CO-Manila) and the direct supervision of the Project Manager.
University Degree in Economics, Business Administration, Management, Social Sciences, International Development or a related field with demonstrated expertise. A specialization on standards compliance, corporate social responsibility/responsible business conduct or social compliance in supply chains, or closely related field, preferred.
Excellent written and spoken command of English is required.
