The Project Medical Referent works under the hierarchical responsibility of the Project coordinator and the functional responsibility of the Medical Coordinator.

He/she defines the medical operational priorities in the project of Tehran.

He/she discusses, analyzes and implements the medical activities in collaboration with the team and the Project Coordinator, contributing to the development of the project policy, annual plan, budget review and reports.

He/she ccoordinate, assess and supervise the proper functioning of the medical activities according to MSF protocols and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.

MISSION AND RESPONSIBILITIES:

Ø To supervise and manage multidisciplinary team (medical and psycho-social) approach in management of people who use drugs (PWUD)

· Definition of medical operational priorities.

· Defines goals, objectives and role of each professional within the clinic.

· Maintains a team spirit and a multidisciplinary approach (medical, mental health and social).

· Reinforces communication skills among the team and towards the patients.

· Identify the needs for the staff training and make recommendations to HR

· Supervise the work of the pharmacy, ensure periodicity of the medical order (follow Medical Standard List) to avoid gaps in supply.

· Assure contextualization and sustainability of guidelines and protocols adapted to target population and project objectives.

· Provide support to PSA team in developing quality pedagogical communication strategies towards the community.

· Supervise and ensure quality of care in the clinic and overall medical activity

· Supervise and approve referrals to other medical structures

· Supervise mobile clinic activities and ensure quality of care

· Identify the needs for the staff training and make recommendations to HR

Ø To assure the quality of care of the medical activities (clinic and mobile clinic), according to the objectives of the project, and a proper referral system (costs, data, and registration of patients…).

· Assures contextualization and sustainability of guidelines and protocols adapted to target population and project objectives.

· Supervises and approves referrals to other medical structures.

· Reinforces management and supervising skills among the staff directly managed.

· Manages recruitment process according to the need

· Ensures proper and updated review of internal protocols

Ø Constant analysis and review of the project strategy and the objectives, in collaboration with Project Coordinator and Medical Coordinator.

· Ensures proper data collection, analysis and report (monthly and quarterly) to the Mission and the Project.

· Support the team in the data collection process, providing them with proper tools.

· Contribute a multidisciplinary approach for harm reduction if agreement is reached with local partners.

Ø Assess women’s health needs in the target population

· Assess and report the condition of women among target population.

· Design strategy to approach specific categories of women among target population (sex workers, victims of sexual violence, transgender) and to manage their morbidities.

· Ensure a multidisciplinary approach (medical, mental health and social) for female patients

· Supervise and ensure quality of care in the clinic concerning women’s health

Ø Guarantee a constant update about the local health system and target population needs, with a special focus on women’s health needs and the multi-disciplinary needs of drug users, sex workers, and homeless people.

· Assessment of the premises and actors working with addiction.

· Assesses and reports target population health condition, particularly women.

· Together with the PC, designs strategy to approach specific categories such as sex workers, victims of sexual violence, transgender and how to manage their morbidities.

· Maintains strict collaboration with MoH structures for the referral and follow-up of MSF patients.

· Maintain a close Follow up of COVID updates within the area, adapting the project activity (patient’s flow, IPC and staff health) to the country general COVID situation and MSF/WHO protocols.

· Follow staff health and medical cost, with the medical doctor in charge.

PROFILE/REQUIREMENTS :

· Medical doctor (generalist, internal medicine) or nurse with previous experience with marginalized populations (homeless, Drug users, sex workers, etc)

· Experience on infectious diseases projects , in particular Hepatitis C and sexually transmitted infections (STI)

· Fluent English and computer skills (Microsoft office, outlook, excel …)

· Good level of management and communication skills are essential

· Team Player capacity as well as the capacity to establish diplomatic approach in a conservative working environment

· Strong interpersonal and intercultural skills;

WORKING CONDITIONS :

Position to be filled in May in Tehran, Iran for 12 months;

Fixed term contract.

Unaccompanied position

Salary status according to the MSF salary grid and your previous experience in international NGOs if any.

Monthly Perdiem
