Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    Introduction

    In support of the achievement of the goal of decent work for all in Viet Nam, the ILO Country Office supports the implementation of Decent Work Country Programme (DWCP), 2022-2026 with three priority areas: economic transformation, social services and social protection systems, labour market governance and strengthened institutions In the implementation of the DWCP, the ILO Office works in close partnership with the Government of Viet Nam, in particular, its technical line ministry, the Ministry of Labour, Invalids and Social Affairs (MOLISA) and its social partners, the employers' and workers' organizations. The Vietnam DWCP contributes to the UN Sustainable Development Cooperation Framework (UNSDCF).


    The development cooperation project \"Creating and Activating New Industrial Relations Framework in Respect of the ILO Declaration on Fundamental Principles and Rights at Work\" (hereafter “NIRF Project”) aims at assisting Viet Nam to reform, build and improve legal and institutional framework of industrial relations in respect of the ILO Declaration on Fundamental Principles and Rights at Work in the context of the Comprehensive and Progressive Trans-Pacific Partnership agreement (CPTPP) and EU-Viet Nam Free Trade Agreement (EVFTA). The project commenced in 2015 and has recently been extended to April 2026, subject to Government endorsement.


    In partnership with MOLISA, the NIRF project engages with a wide range of government agencies, social partners and major stakeholders in its implementation. The project's overall development objective is \"to contribute to sustainable and inclusive growth by building effective industrial relations institutions and practices based on freedom of association and effective recognition of the right to collective bargaining\".

    The project takes multi-pronged strategies to achieving the objective by combining following approaches:

    • Assisting the government in creating enabling legal environment through labour code revision, with particular focus on freedom of association and right to bargain collectively.

    • Assisting the government in creating and building new units within the government in charge of managing the new industrial relations framework , including units with responsibility for managing mediation and arbitration of workplace disputes and the registration of new workers' organizations.

    • Assisting the government in strengthening labour inspection for effective law enforcement, including through development and implementation of an electronic case management system (ECMS) for the labour inspectorate.

    The Project Manager (PM) will report to the Director for the ILO Country Office in Viet Nam, coordinate with the Programme Unit and other Projects within the Country Office and receive technical guidance and supervision from relevant specialists in the Decent Work Technical Team for East and South-East Asia and the Pacific (DWT-Bangkok), including on International Labour Standards, industrial relations, labour inspection and administration. He/she will also receive technical support from the relevant units in the ILO HQ, Geneva. The PM will oversee the work of international experts, national officers and project staff, and any other international and local consultants hired during the course of the project.

    Description of Duties

    Project management:

    1. Ensure the effective implementation of the NIRF project in close collaboration with MOLISA and other major stakeholders in Viet Nam.

    2. Organize meetings and seminars, and develop knowledge products designed to forge partnerships, share good practices and foster national and sub-regional networks of government policymakers, workers' and employers' organizations, related experts and civil society organizations to reach the project's goals.

    3. Ensure the development of monitoring and evaluation and project information systems, prepare periodic and ad hoc reports on the status of project planning and implementation, and establish coordination with concerned ILO departments and programmes.

    4. Ensure project synergy with the different ILO projects and programmes implemented in Viet Nam and within the region (South-East Asia/Asia and Pacific), as appropriate.

    5. Contribute, as required, to the implementation and reporting of the UNSDCF as part of the ILO contribution;

    6. Other duties as may be requested by the Country Office.

    Technical duties:


    7. Facilitate and provide technical support to the government and social partners in line with the revised Labour Code and in full consideration of national contexts as well as core Conventions related to freedom of association, collective bargaining, and non-discrimination under the ILO Fundamental Principles and Rights at Work (FPRW) Declaration, with special focus on building capacity to develop and implement new national industrial relations policies and related administrative systems (particularly relating to the registration of workers’ and employers’ organisations and development of the dispute resolution mechanism and improvement of the labour inspection system) in line with the revised labour code.

    8. Guide and support the work of national project coordinators and others under his/her supervision in carrying out the above technical duties.

    9. In coordination with the ILO office and other relevant projects, assist the government, National Assembly and social partners in making progress for ratification of ILO core Convention No.87).

    10. Ensure gender and non-discrimination is consistently integrated into project activities and approaches.

    Managerial duties:

    11. Effectively manage human and financial resources for the project in accordance with ILO and the rules of the donor.

    12. Maintain communication with the donor and ensure the preparation and delivery of quarterly reports and periodic information requested by the donor.

    Required qualifications

    Education

    Advanced university degree in labour law, industrial relations, labour dispute resolutions, labour inspection labour economics, or related field .

    A first-level university degree (Bachelor’s or equivalent) in a relevant field with an additional two years of relevant experience may be accepted in lieu of an advanced university degree.

    Experience

    At least seven years of relevant experience in the oversight of development cooperation activities and/or delivery of technical advisory services, including at the international level. Proven management experience, preferably with the ILO or a UN agency, with sound knowledge and experience in all aspects of a project cycle, i.e. design, implementation, monitoring and evaluation. Proven experience in partnership building, networking and donor relations. Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or employers’ and workers’ organizations education would be an advantage.

    Languages

    Excellent command of verbal and written English.

    • Proven ability to take ownership of all responsibilities, to act with integrity and transparency by maintaining social, ethical and organisational norms, and to meet all commitments within the prescribed time, cost and quality standards;
    • Ability to develop clear strategic goals consistent with the project/programme's objectives, and to design and synthesise strategies for programme development;
    • Ability to advocate and provide policy advice;-
    • Excellent leadership skills, ability to work effectively in a team and excellent interpersonal skills; and to build networks to obtain cooperation with partners
    • Ability to develop training materials and policy proposals and present at high-level meetings;
    • Strong written and verbal communication skills, including the ability to write accurate reports;
    • Proven capacity to initiate and implement technical co-operation programmes and activities with ILO constituents and NGOs, including negotiation skills with governments, social partners and to mobilize the support of international donor agencies and provide quality services;
    • Ability to maintain effectiveness when experiencing major changes in work tasks or environment, and to adjust effectively to work within new work structures, processes, requirements, or cultures.
    • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

    Conditions of employment

    • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
