Job Purpose
In the framework of the global Emergency Appeal (EA) the IFRC and its member National Societies are now responding to this pandemic in accordance with our statutory mandate. As a part of the Emergency Appeal and Europe Regional Emergency Plan of Action, the Red Cross and Red Crescent National Societies in Europe region are supporting the public authorities in the prevention and treatment of disease, the promotion of health and the mitigation of human suffering for the benefit of the community by the provision of pre-hospital care and medical services to affected people; community health and care including supporting public health measures to control the outbreak; trustworthy risk communications and community engagement (including tracking and countering misinformation); mental health and psychosocial support (MHPSS) to the isolated, caregivers, and other vulnerable communities; support for livelihoods and other assistance to address socio-economic impacts; and support for the National Societies, their staff and volunteers, to effectively prepare and respond. Similarly, the IFRC brings relief to those affected by disasters while encouraging and coordinating the participation of National Societies in activities for safeguarding public health and the promotion of social welfare in cooperation with the national authorities.
Since November 2020 IFRC Europe has been implementing the project: Red Cross actions to contribute increasing the level of COVID-19 Mobile Testing capacities in EU countries” based on the Project Agreement signed between EU DG SANTE and IFRC
The overall purpose of this project is to contribute to the reduction of morbidity, mortality, and social impacts of SARS-CoV-2 (COVID-19) outbreak by preventing, slowing, or interrupting transmission in high risk countries of EU member states and prevent further spread of infection, identifying clusters and preventing community transmission to other countries by scaling up COVID-19 testing capacity of Red Cross societies of EU member states: Austria, Germany, Greece, Italy, Malta Spain and Portugal.
The position will play a key role in technical and operational support to the NSs to ensure timely and effective implementation of the project: Red Cross actions to contribute increasing the level of COVID-19 Mobile Testing capacities in EU countries (Hereafter “Project”) The role will be required to collaborate with a large network of internal and external partners that are working and innovating in this field. The role requires experience and knowledge of community based and emergency health programs, including testing, National Society capacity building, epidemic preparedness and response.
This role will support the high-quality and evidenced-based implementation of the Project by providing high quality technical and operational guidance to the national societies based on the Project requirements. The incumbent will ensure development, roll out, monitoring, operational and financial reporting according to the donor’s requirements as well as the effective coordination and collaboration between relevant stakeholders, especially RC EU office in Brussels, DG SANTE that contribute to effective and timely project implementation.
