The “TB Innovations and Health Systems Strengthening” project is a 5-year USAID funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection and treatment. The Project will identify and help implement proven approaches to improve prevention, increase case detection rates, decrease default rates, and increase treatment success and cure rates across the continuum of care.

JOB SUMMARY: The Project Implementation Specialist will provide technical and programmatic guidance to field coordinators in supporting the broad scope of TA for the Philippine Private Sector Diagnostics Consortium (PPSDC), from assessment, training, capacity and systems strengthening, resource optimization and mobilization, and monitoring and supportive supervision. S/he will ensure efficient coordination and communication with the Philippine Coalition Against Tuberculosis (PhilCAT) as the convening agency and secretariat of PPSDC, along with other implementing partners, project sites, and other key stakeholders from the national, regional to health facility levels.

KEY RESPONSIBILITIES:

  • Assist the PPM in providing technical support to the consortium’s operations involving prospective and existing consortium member facilities through PhilCAT;

  • Assist the PPM team in overseeing PhilCAT’s role as secretariat and convening agency of the consortium;

  • Assist the PPM team in supporting PhilCAT in the conduct of activities related to the consortium, including monitoring contribution and compliance of consortium members;

  • Provide technical inputs to the implementation of TA activities at the health facility level, including but not limited to assessment, coordination, follow-up, mentoring, monitoring and evaluation visits

  • Support the development of the required project’s budgets, proposals, and materials and contribute to work plan development, review, and modification as needed

  • Leads project operations administratively, including procurement and logistics, and technically provides high-quality deliverables to clients

  • Analyzes project implementation to identify areas for improvement and propose appropriate technical strategy and guidelines

  • Ensures project activities are on track with work plans, with technical expertise informing project implementation

  • Liaises and coordinates specific project activities with assigned project sites and key stakeholders

  • Maintain frequent coordination and communication with management and staff and external clients to plan and coordinate activities

  • Contribute to required project deliverables, including but not limited to workplan, progress reports, presentation materials, and other related technical documentation

  • Identifies and resolves problems promptly that would not require management’s direct involvement and analyzes information skillfully

  • Responds to requests and inquiries from internal and external staff

  • Perform other assignments as requested by the supervisor.

    MINIMUM REQUIREMENTS:

    • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas

    • Demonstrated experience in managing development projects

    • Demonstrated strong management, coordination, organization, and facilitation skills and attention to detail

    • Ability to work in teams and build consensus with individuals at all levels; effective interpersonal skills

    • Effective writing, editorial, and communication skills; excellent command of English grammar and usage

    • Results-oriented, flexible, and problem-solving skills

      WORKING CONDITIONS AND TRAVEL REQUIREMENTS:

      • Usual office working conditions

      • Ability to travel domestically at least 50%

        EDUCATION/EXPERIENCE:

        • Bachelor’s degree or its international equivalent in Project Management, Public Health, Business Management, Allied Health, or related field

        • At least 5-7 years in a programmatic environment with areas to include program management and operations, field experience, and at least 3 years’ experience with USAID systems or donor rules and regulations

        • Substantial previous experience in working with government, private sector, and partners

        • Experience in any health emergency response project is desired

        • Prior work in a nongovernmental organization (NGO)
