Context:

The Gulf Cooperation Council (GCC) countries hosts over 25.4 million temporary foreign workers, mainly from South and Southeast Asian countries, and have almost 1.5 million jobs opportunities every year to redress labour shortages in both lower and higher skilled occupations, including manufacturing, infrastructure development and related service industries. The proportion of migrants in the employed population in GCC countries is among the highest in the world with an average of 70.4 %, and account for over 10% of all migrants globally.

Under the overall supervision of the Chief of Mission (CoM) in Bahrain and the direct supervision of the Head of Migrant Protection & Assistance (MPA), Bahrain and in close coordination with the IOM Liaison and Head of Operations in KSA and the Senior Regional Liaison and Policy Officer at Middle East and North Africa (MENA) Regional Office in Cairo, the successful candidate will be accountable and responsible for facilitating all project activities under the project “Strengthening Mechanisms to Combat Human Trafficking in the Kingdom of Saudi Arabia (KSA).†in addition to supporting IOM engagement with the United Nations Country Team (UNCT) as well as UN Network on Migration.

Core Functions / Responsibilities:

Contribute technical inputs for the preparation and review of Work Plans (with strong, measurable indicators) for activities under the Strengthening Mechanisms to Combat Human Trafficking in the KSA. Maintain daily liaison with relevant stakeholders in Saudi Arabia in close coordination with head of unit to assist in devising appropriate responses and actions.

Keep abreast of developments pertinent to strengthened trafficking response outlined through the TiP report, checking that activities follow the priorities identified and recommending adjustments to activities and workplans as necessary.

Coordinate the delivery of project activities, in collaboration with the head of unit in Bahrain and the Human Rights Commission in the KSA, recommending appropriate experts and leads for specialist activities.

With support from the project assistant, monitor the implementation progress in each activity area and raise issues with the head of unit in order to identify solutions in a timely way.

Draft reports in line with the project reporting cycle, including analysis of impact and follow up with monitoring activities at regular intervals through the project lifetime.

Support the Head of Unit to identify and build on programme activities, for the future development of the MPA portfolio, drafting segments of concept notes and project proposals and recommending possible partners.

Keep up to date with the development and relaxation of restrictions related to COVID-19 (and any other pertinent obstacles) and recommend adjustments to the project implementation modalities as necessary.

Liaise with the Resident Coordinator's Office (RCO) to help respond to different requests of the RCO, such as Talking Points for meetings and powerpoint presentations, and coordinate with counterparts in other UN Agencies for their inputs into documents and meetings.

Draft or coordinate the preparation of briefing papers and other reporting for joint initiatives of the UN Network on KSA amongst different actors for subsequent dissemination.

Draft workplans and agendas, and coordinate the organization of UN Network meetings. Encourage whole of society partnerships and participate in organizing logistics and the smooth implementation of special dedicated events that are launched by the UN Network on Migration in KSA.

Provide technical inputs for the development of the Migration thematic paper for the Common Country Analysis (CCA) by the UN Network on Migration in KSA and in close coordination with the Regional Office.

Participate in the CCA and UN Sustainable Development Cooperation Framework, compile migration related inputs and coordinate support in collaboration with Network members and the Regional Office.

Coordinate with the KSA Migration Focal Point, provide technical support for KSA's voluntary GCM national report contribution to the Regional Review in the Arab region, and facilitate the enhancement of their engagement with the UN Network on Migration in KSA members.

Undertake travel on authorized duty (TDYs) as required.

Perform such other duties that may be assigned.

Required Qualifications and Experience:

Education

  • Master's degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations and/or Law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Demonstrated experience in the thematic area relevant to counter trafficking, policy development and/or liaison;
  • Experience in liaising with governmental authorities, other national/international institutions and NGOs.

Skills

  • Knowledge or experience of regional issues an advantage; and,
  • Knowledge of monitoring and evaluation.

Languages

IOM's official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge in Arabic is highly desirable, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
