UNDP has been working with national and international partners in the Philippines on the issue of the green and circular economy. UNDP is working with the European Union in implementing the EU Philippines Green Economy Programme (The Programme). The Programme aims to support the Philippines’ transition towards a green economy, including circular economy, reducing waste and plastic, as well as increasing energy efficiency and renewable energy deployment to support climate change mitigation. The Programme acknowledges that the transition to circular economy will have other added benefits such as reduction of the use of energy and greenhouse gas emissions, improve biodiversity and natural capital, decreased pollution levels, and climate change adaptation.

The Programme addresses three main levels:

Establishing a Policy Dialogue Platform at the central government level to mobilize EU expertise to facilitate policy formulation, improve city-to-city collaboration through supporting the development of a National Circular Economy Strategy and Roadmap, extend the dialogue to promote renewable energy/energy efficiency, and to apply the dialogue’s outcomes. Working with local government units (LGUs) where EU expertise will support to define and implement circular economy, climate change, and energy policies with a human rights and gender-responsive perspective, outreach and support of local business and civil society, and support less advanced LGUs.  Enhancing engagement of the private and financial sectors into the circular waste economy creating better conditions for private sector investment by supporting business-driven waste reduction strategies and circular solutions in the production process.

The Programme has 4 specific objectives:

SO1: Improved circular economy and climate change policies and reduced GHG emissions SO2: Enhanced practices of the circular economy by the LGUs in collaboration with the private sector and civil society sector, with a focus on youth and gender equality SO3: Enhanced engagement of the private and financial sectors in circular, waste-reduction economy SO4: Increased energy efficiency and renewable energy deployment

UNDP is responsible for the implementation and execution of SO2 “Enhanced practices of the circular economy by the LGUs in collaboration with the private sector” with about EUR 23 million funding.

The project will be implemented in at least 20 local government units across the country that will receive the core project interventions.

UNDP Philippines has expertise and experience working with LGUs, and cities to support project development, programme formulation, and policy actions. There are currently ongoing related programmes in the sphere of circular economy which are being implemented and executed by UNDP Philippines.

A key element of the work of UNDP in the field of circular economy is the development of a portfolio of projects, identifying the sources of financing, potential sources of investments - (grants, loans, blended finance, etc.), developing partnerships and designing investment vehicles to match appropriate partners and project proponents in the circular economy sphere in the Philippines.

UNDP Philippines takes overall responsibility and accountability for the delivery of the project outputs. It will be accountable for managing the project, including the monitoring and evaluation of project interventions, achieving project results, and for the effective use of resources, in compliance with UNDP rules and regulations, policies and procedures. These include relevant requirements on fiduciary, procurement, environmental and social safeguards, and other performance standards. 

The day-to-day implementation of the project will be led by a Project Manager within a Project Management Unit (PMU) responsible for ensuring that the project achieves the expected targets to the required quality standards and within the specified time and budget allocations. The Project Manager will be supported by a national Deputy Project Manager, project support team, technical staff and a pool of contractors to carry out the deliverables of the project. Technical and programmatic backstopping will also be provided by UNDP Country Office teams and in the Bangkok Regional Hub.

Under the direct supervision of the Project Manager and in close collaboration with the PMU members, Climate Action Programme Team, and relevant project partners, the Project Analyst will be responsible for the implementation of the assigned project activities and achievement of the planned project outputs.

Duties and Responsibilities:
The Project Analyst will work under the direct supervision of the Project Manager. The Project Analyst is responsible for providing technical and operational management of the assigned project components, in accordance with the Project Document, UNDP corporate rules and procedures by performing the following main functions and responsibilities:

Specific Functions: 

Provides day-to-day operational management for the project focusing on achievement of the following results:

Contribute to the external coordination with partner government agencies, individual consultants, other international donors, bilateral and multilateral organizations. Ensure delivery of activities and contribution to outputs and outcomes through an effective implementation plan, change management, and close coordination with UNDP management, technical teams, and government partners. Collaborate with the project team in preparing the project’s annual work plan, procurement plan, M&E plan and preparation of progress reports. Collaborate with the project team for regular monitoring and reporting of physical and financial progress; and,

Contribute to the effective resource utilization and partner and supplier management to enable timely and high-impact delivery focusing on achievement of the following results:

Identify and collaborate with new potential project partners and maintain productive relationships with existing partners to ensure high-impact delivery. This includes day-to-day management of rosters and directories of project consultants/ service providers, responsible parties, and other partners. Draft terms of references (TORs), technical specifications, and/or programs of work, and collaborate with the UNDP Procurement and Operations Teams in undertaking the procurement and contract management of the project consultants and suppliers. Contribute to project development, resource mobilization, producing communication materials, and research. Conduct field visits and co-facilitate training sessions or workshops (if necessary); Document proceedings during stakeholder consultations and workshops. Coordinate closely with project consultants, contractors, and suppliers and oversee their timely and quality delivery of outputs, address issues hampering their performance, and manage and mitigate risks. Effectively apply UNDP financial oversight through the Atlas enterprise management system, including processing requisitions, receipts, and payments.

Maximize partnerships and advocacy focusing on achievement of the following results:

Engage, develop, and maintain partnerships and linkages with government and non-government organizations—including civil society organizations, industry associations, and academic institutions—whose participation in the project will be critical to success.

Ensures facilitation of knowledge building and management focusing on achievement of the following results:

Identification of sources of information related to programme implementation-related issues. Identification and synthesis of good practices and lessons learned directly linked to the project. Support in maintaining an effective network with development partners and government at the national level and sub-national level; and, Sound contributions to knowledge networks and communities of practice. Education:
Advanced university degree (master’s degree or equivalent) in the field related to environmental science, Development Studies, Business Administration, Public Administration, Economics and other relevant degree; or  A first-level university degree (bachelor’s degree) in the above-mentioned fields of study, with additional 2 years qualifying experience will be given due consideration in lieu of Master’s.  Experience: Minimum of two (2) years (with master’s degree) or four (4) years (with bachelor’s degree) of professional experience in providing strategic and coordination support to project development, project management, monitoring and evaluation, and knowledge management in development cooperation or related areas is required. At least two (2) years of demonstrated experience in the areas of circular economy, green economy, environment and climate change is an asset. Experience in UN Financial System is an advantage. Relevant work experience with international non-government organizations, bilateral and multilateral donors, and national government organizations is desired. projects: working experience with international organizations and familiarity in working on ODA projects; working with UN is an advantage. Experience in procurement, processing of payments, project budgets, and other administrative processes in development organizations is a plus.
