OBJECTIVES OF THE PROGRAMME

To support the Government of Timor-Leste in developing national capacity in health sector in the country through strengthening health planning and management at all levels of the health system. To advise authorities on capacity building for planning, programming, operation, monitoring and evaluation of national plans for the strengthening of public and curative health services, human resource development, resource mobilization for health sector and donor coordination, health education, promotion, research capabilities in relevant areas, promote activities for national policy development for health for all and support in achievement of the Millennium Development Goals. DESCRIPTION OF DUTIES

Under the overall guidance of WHO Representative (WR) and direct supervision of the Administrative Officer (AO), the incumbent will perform the following functions:

1. To provide support to WCO Timor-Leste on administrative and financial matter in accordance with WHO rules and regulations.

2. Assist Administrative Officer in day-to-day financial and administrative operations, including quality control, clearance and reporting, monitoring and evaluating the financial status of various programmes.

3. Provide assistance and advice to technical focal points in elaboration of budget, analyzing ongoing programme operations, prepare financial estimates/forecasts for areas of work / components and budgeting activities in relation to the donor budget.

4. Review obligating documents, undertake reconciliations, and prepare reports, as required.

5. Review and process transactions in the enterprise resource planning system and follow-up with concerned parties on the receipt of deliverables and finalization of payments.

6. Monitor aspects of the implementation of country activities (such as deadlines, funds for project/programme budget and financial expenditures) according to the approved country work plan, drawing the attention of the supervisor to problems, inconsistencies, and delays.

7. Ensure proper maintenance of e-imprest account and perform related financial functions.

8. Ensure timely processing of committal documents, Technical Service Agreements (TSA), Agreement for Performance of Work (APW), Direct Financial Cooperation (DFC), arrangements, Purchase Orders (PO) etc. assuring quality and compliance with the rules/procedures.

9. Assist in monitoring implementation, follow-ups on accounts, liaise/interact with concerned government departments/institutions and review past and current biennium obligations.

9. Check detailed budgetary breakdowns submitted by the Government against DFCs, their accuracy in computation as per applicable guidelines between the Government and WHO.

10. Follow-up on outstanding DFC Statements of Expenditure and unspent balances and maintain the DFC monitoring database for on-forwarding to BFO/SEARO on a quarterly basis.

11. Coordinate and liaise with regional office and contractual partners on various financial aspects of projects being implemented and to act as key person in responding to budget/finance queries from BFO/SEARO, FIN/ACT/HQ and Government of Timor-Leste in close consultation with AO.

12. Assist WR, AO and NPOs in the conduct of periodical Programme Review Meetings, including preparation of financial data as required.

13. Assist AO to undertake administrative and financial quality assurance review of selected contractual partners, involving scrutiny of the expenditure reported, checking the efficacy of the internal control system in place and suggesting steps to strengthen the same, preparing financial review reports and following up on responses.

14. Oversee award management and initiate various requests for creation, modification, distribution of Awards.

15. Perform other relevant duties as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education or equivalent.
Desirable: University degree or professional qualification in finance/accounts. Basic training in administrative matters. Office practices and procedures and commercial accounting and finance.

Experience

Essential: Minimum of eight (8) years of work experience in administrative and financial work including programme planning/budget and finance.
Desirable: Experience in an international organization would be an advantage. Experience in Oracle-based or other ERP systems an asset.

Skills

Proficiency in the use of standard office computer software, note taking and operation of computerized systems and databases. Demonstrated knowledge of procedures and practices, rules and regulations in an administrative support area in a United Nations or WHO country office. Ability to initiate and draft reports, correspondence concisely and clearly. Ability to make good working relationships with Government officials and staff of other UN Agencies. Knowledge of financial policies and practices.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 15,884 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
