Standard Job DescriptionProgramme Associate Organizational Setting and Work Relationships The Programme Associate would normally receive guidance from more senior programme staff in the operation/bureau/division. S/he may receive indirect guidance from other sections and units relevant to the country/region programme(s). UNHCR Manual, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Associate. S/he is expected to stay abreast of the challenges posed by the operational context, the UN and humanitarian reform and institutional developments. The incumbent is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements. The incumbent will have to establish good working relationships with their peers at country level to facilitate the collection of information and other programme management related activities. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Support the assessment and analysis of the needs of persons of concern in the country/region in a participatory manner and using an Age, Gender and Diversity (AGD) perspective as basis for planning. - Assist in managing the development of a broad network of partners, good coordination practices and the development of partner capacities related to programme management if applicable. - Assist in organizing and documenting the selection of partners in accordance with the policy on selection and retention of partners, ensuring due diligence to meet the requirements of projects. - Provide support to the field with technical advice to ensure partnership agreements are established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures included in the framework for implementing with partners. - Support the implementation and performance of partnership agreements through field visits and appropriate physical monitoring if applicable, reviewing performance and financial reports. - Support the development and implementation of MFT monitoring plans for activities implemented through partnerships and those under direct implementation in line with Programme Manual and programming instructions. - Contribute to the review and analysis of operations plans, mid-year and year-end reports of the different UNHCR offices, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. Generate and maintain records of implementation rate (performance progress and expenditures) on a regular basis. - Follow up on any change in regards to alignment of results chain, verifying indicators, budget, prioritization, apportioning needed to measure programme performance, trends and target interventions, contributing to soundness of Operations Plan and enhancement of data quality. - Follow up with UNHCR offices the compliance with issuance of audit certificates for partners in line with the Policy on Risk-Based Project Audits. - Provide support to the field through technical advice and training on resource allocation processes and other programmatic issues. - Use UNHCR¿s corporate tools (e.g. Focus Client, Global Focus Insight and FOCUS Reader, MSRP) for core activities related to planning, budgeting, implementation and reporting, generating data for evidence-based programmatic decisions and analysis. - Support UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes. - Perform other duties as required Minimum Qualifications Education & Professional Work Experience Years of Experience / Degree Level For G6 - 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher Field(s) of Education n/a Certificates and/or Licenses not specified Relevant Job Experience Essential Demonstrated experience in programme management, Operation Management Cycle and related processes. Desired Candidate ProfileOrganizational context
The position is in the Global Mobility and Infrastructure Service (GMIS) within the Division of Financial and Administrative Management (DFAM). DFAM contributes to safeguarding the financial resources entrusted to UNHCR by maintaining and improving the financial and admin. systems, policies and procedures and promoting cost-effective and transparent use of these resources. In the context of the Regionalization, decentralization and further HQ realignment, the Global Mobility and Infrastructure Service was recently created by merging sections previously located in different divisions. DFAM is, hence hosting new functions.

DFAM is looking for a Programme Associate (Digital Engagement) -Temporary Appointment, based in Budapest, to support GMIS on its digital presence and engagement, related to the establishment of new services and various key projects. The Programme Associate (Digital Engagement) will focus mainly on supporting the DFAM communication strategy, boosting internal communications and its digital presence through the UNHCR Intranet, SharePoint and Yammer.

Under the supervision of the Associate Communications Officer, GMIS/DFAM, the Programme Associate (Digital Engagement) will develop, edit, maintain, publish, and update DFAM/GMIS messaging and digital content on various digital channels and platforms. She/He will work directly with GMIS staff and liaise closely with colleagues across the divisions, in particular the Special Coordinator for Internal Communications and the Digital Engagement Section (Intranet).

The ideal candidate is a team-spirited and skilled IT specialist on web/ digital engagement, who will support GMIS in the dissemination of its communications through digital channels and online communities. Monitoring their functionality and performance, as well as measuring the scope and outcomes.

Specified duties of the exact position

Duties and responsibilities
Strengthen DFAM/GMIS’s online presence and increase UNHCR brand awareness.

Develop intranet communications to support GMIS teams, including the Greening and Sustainability, Travel, Fleet, and Global Infrastructure Teams.

Lead and manage GMIS’s digital presence, including but not limited to, intranet, SharePoint site, and Yammer communities. Contribute to initiatives increasing the visibility of the team’s services including promotion of service on internal and external digital channels.

Revamp and oversee the day-to-day of the DFAM/GMIS intranet pages in accordance with recent changes in the section.

Create new content or update existing, to engage the targeted audience and reach maximum impact. The intranet site is currently authored with Adobe Experience Manager.

Provide advice and support to the GMIS sections in ensuring content created reaches maximum impact by developing digital engagement strategies for boosting the visibility of GMIS communications.

Identify ways to improve the intranet user experience, functionality, and track and analyse its performance.

Provide implementation plans for the UNHCR/GMIS social media accounts' strategic involvement.

Moderate comments to ensure that GMIS's reputation is not damaged.

Support the implementation of the DFAM/GMIS internal communication strategy to meet DFAM communication objectives, aligned with the Global Internal Communications Strategy and UNHCR Brand guidelines.

Review existing content to identify areas for improvement. Regularly and proactively provide ideas for communication initiatives and implement them.

Provide similar support to other sections, especially on the intranet updates.

Perform other duties as required.

Essential minimum qualifications and professional experience required

Academic qualifications:

University degree or postgraduate diploma in journalism, intranet communications, international relations, computer science, IT, systems engineering, web development, information, media, or relevant fields.

Requirements and skills:

Command of CMS, SEO, CSS, HTML, UX, and website accessibility standards.

Understanding end-to-end customer journey and delivering excellent and engaging user experiences.

Excellent written and verbal communication skills.

Remuneration:
In case of appointment, a competitive compensation and benefits package is offered.
G6 - Salary range: NET 587,586 HUF - NET 688,996 HUF.

Benefits:
Annual leave: UNHCR staff members holding a temporary appointment will accrue annual leave at the rate of 1.5 working days for each full calendar months of service (i.e. 18 working days per year).

Pension system: Staff members holding granted a minimum of 6 months temporary appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.
