Background:

OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance, transnational threats and police reform.


Tasks and Responsibilities:

Under the direct supervision and guidance of the National Programmme Officer, the incumbent(s) will be providing programmatic, project management, administrative, financial, logistics and coordination support to the Public Safety and Community Outreach Department (PSCOD), more specifically be responsible for:

Collecting background information and data needed for programmatic purposes; reviewing project and activity proposals, budget estimates, reports and project self-evaluations presented by the Project Managers in co-operation and co-ordination with the National Programme Officer; drafting other project-related supporting documentation; Liaising with the Department’s Units (Police Development Unit and Monitoring Unit) to collect inputs, background materials and other relevant information on PSCOD activities for reporting purposes; compiling weekly, monthly, background, spot and annual reports; Coordinating protocol issues for the Head of the Department and/or Chiefs of Units, and coordinating the Department's schedule; Assisting in the administrative and logistic requirements of project related activities, providing advice and guidance to the departmental staff on applicable project related administrative, finance and human resources rules, regulations and procedures within the project management cycle. Preparing Purchase Requisitions (PRs) and following up on procurement procedures, including payments, ensuring that the required goods/services are available in timely manner; Drafting and proofreading official outgoing correspondence, briefing papers and documents in line with OSCE standards; drafting and proofreading news items and press releases; drafting background briefs and talking points; Running the departmental archive; maintaining all important/sensitive files in a secure environment; maintaining accurate electronic and physical record of all incoming and outgoing correspondence; compiling and maintaining electronic and hardcopy project-related files; Performing other duties as assigned.


Necessary Qualifications:

Citizenship of or permanent residence in the Republic of North Macedonia; Completed secondary education supplemented with training in administration or project management field; At least 4 years of relevant work experience in project related activities, preferably in international organization; Computer literate with practical experience in Microsoft applications; experience with ORACLE applications will be considered as asset; Excellent verbal and written communication skills in English and local language(s); Ability to work with people of different nationalities, religions and cultural backgrounds; Demonstrated gender awareness and sensitivity, and ability to integrate gender perspective into tasks and activities.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is approximately EUR 1,360.41.

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
