Tetra Tech International Development Services (http://www.tetratech.com/intdev, is currently accepting expressions of interest from qualified candidates for a Program Manager on an anticipated USAID-funded Regional Disaster Assistance Program (RDAP) in Latin America and the Caribbean (LAC). RDAP’s primary objective is to build disaster management and risk reduction capacity to improve the ability of host nations and regional entities to effectively respond to disasters, reducing the human consequences of disasters and the need for U.S. government assistance. In LAC, USAID’s Bureau for Humanitarian Assistance (BHA) office provides support to risk management programs through its regional office in San Jose, Costa Rica.

Position Description/Summary:

The Program Manager will be responsible for the oversight, administration, and supervision of training and technical assistance programs and will work with the Chief of Party to provide overall strategic guidance and technical assistance for the RDAP program in the Caribbean, Central America, and South America.

Qualifications:

Advanced degree in a disaster management field and a minimum of 7 years relevant work experience in developing countries, preferably LAC, to include experience in positions of responsibility in international development/humanitarian assistance programs, disaster risk management, institutional capacity building and disaster preparedness, training, mitigation, and response activities.

OR

Bachelor’s degree in related disaster management field and at least 10 years of work experience in developing countries, preferably LAC, to include experience in positions of management responsibility in international development/humanitarian assistance programs, disaster preparedness, training, mitigation, and response activities.

Additional Qualifications:

* At least seven years of mid-level management responsibilities, including program strategic planning, budgeting, monitoring and evaluation, preferably in the LAC region. Previous experience managing multi-country and/or regional programs is preferred.

*A minimum of seven years in positions of responsibility in international development and humanitarian assistance programs in developing countries, preferably in the LAC region and substantive experience designing, leading, and/or implementing disaster preparedness, mitigation, and response activities, with an emphasis on training and technical assistance for municipal, national, and regional entities.

* Demonstrated experience in the design, implementation and oversight of technical activities including institutional strengthening for disaster preparedness, mitigation, and response, and demonstrated expertise in key technical sectors for humanitarian programming (i.e., food security and nutrition, water and sanitation, protection and inclusion, environmental risk assessment, shelter and settlements).

* Demonstrated experience managing USAID-funded contract, cooperative agreements, or grants is preferred, experience working with USAID/BHA is an advantage.

* Technical and professional proficiency in Spanish and English is required.
