Position Summary and Purpose:
\n\n

Under the supervision of the Country Representative, the\nProgram Manager supports the expansion of and ensures technical quality of\nIOCC's work in Poland, including implementation of project activities,\nintegration of monitoring, evaluation, and learning (MEAL) tools and plans,\nproject plan development, supervision of project staff, and working with IOCC\nlocal partners to ensure field operations are consistent with IOCC procedures\nand regulations.\n\n

In Poland, International Orthodox Christian Charities (IOCC)\nand its local partners are implementing several projects under the \"Ukraine\nResponse Program\", assisting the Ukrainian refugees and IDPs. IOCC's current\nkey sectors of focus are Health & Nutrition, Water-Sanitation-Hygiene\n(WASH), Shelter and Protection and will be addressing needs in other sectors as\nappropriate. By pursuing these program areas, IOCC supports both refugees and\nlocal populations, and helps to tackle the problems and to improve lives long\nterm.\n\n

Responsibilities and Essential Functions:\n\n

1.     \nProject\nand Budget Implementation:\nleads overall implementation of field projects through frequent field visits\nand in accordance with IOCC and donor regulations, grant agreements and\nmodifications. Ensure that project activities operate within approved budget(s)\nand carefully monitor expenditures in coordination with project timelines. 

2. Capacity Building: supports the selection of, coordinates with, and facilitates capacity building of IOCC's partners organizations, local NGOs, and community-based organizations (CBOs) involved with the implementation of project activities.\n\n

3.     \nProgram\nReporting and Improvements: prepares accurate and\ntimely program narratives and/or financial reports for donors and IOCC HQ.\nConducts research and data gathering on significant and new developments.\nIdentifies best practices in assigned programs' activities. Improves program\nperformance and shares innovative methods with partners.\n\n

4.     \nMeeting\nand Task Force Participation:\nattends relevant meetings as well as forums to foster and enhance\ncollaboration. Identifies new and improved program approaches, methods and\nideas. Plays an active role in task forces. Works closely with partners and key\nstakeholders on program initiatives. Participates in technical working groups\nas appropriate to provide strategic and technical support for the\nimplementation plan of action.\n\n

5.     \nProject Documentation:\nmaintains and verifies project files, both programmatic and\nfinancial, ensuring proper documentation and compliance with donor and HQ\nreporting requirements and taking steps to address problems with data quality,\nif identified.\n\n

6.     \nProject\nManagement and Participation: leads, manages, and/or participates on\ncross-functional project teams.\n\n

7.     \nProcurement\nSupport: works closely with Country\nRepresentative, and other relevant staff on implementation of project-related\nprocurements, including ion of appropriate suppliers and contractors,\nensuring good procurement practices are followed, and alignment of actions with\nIOCC and donor requirements.\n\n

8.     \nRepresentation: under the direction of\nCountry Representative, represents IOCC in assigned\ncoordination/working groups, forums, and meetings with external stakeholders\nand organizes visits with donors, IOCC staff, and other guests and visitors to\nproject sites.\n\n

9.     \nBusiness Developmentsupports (and, as assigned\nby the Country Representative, leads) the concept note and proposal development\nprocess from concept inception through submission, including writing and\nbudgeting, including coordination with IOCC HQ Operations team, as outlined in\nIOCC Business Development Policy.\n\n

10.  \nFinancial Managementin coordination with the Accountant and Regional Finance Manager,\nholds regular budget vs. actual (expenditure) review meetings with appropriate\nproject staff.\n\n

11.  \nPeople Management: supervises a team of field staff in implementation of\nassigned project activities. Supports the capacity building of field staff\nthrough on-the-job coaching and mentoring, as well as developing and holding\ntrainings for staff and local partners. Provides supervision, mentoring and\ntraining to staff according to personnel management system.\n\n

12.  \nIOCC\nEmployee Expectations: maintains familiarity with IOCC policies and procedures,\nand positively encourages staff to abide and comply.\n\n

Security Expectations: ensures that all project activities are aligned with IOCC Safety &\nSecurity Plan and donor safety and security procedures.\n\n

Minimally Required Knowledge, Skills and Abilities:\n\n

·       \nCountry Specific Technical Sectors Areas: Deep\nunderstanding of the assigned country's technical sectors: Health & Nutrition,\nWater-Sanitation-Hygiene (WASH), Shelter and Protection.\n\n

·       \nTraining Design, Development and Delivery: In-depth\nunderstanding of curriculum design and development. Proven ability to train\ndiverse groups.\n\n

·       \nDonor Relations: Knowledge of key donor agencies (such as UN\nagencies) and their procedures, guidelines, policies, and compliance\nrequirements.\n\n

·       \nProposal/Report Writing and Editing: Proven ability to write\nand edit concise and compelling proposals and program reports.\n\n

·       \nLanguages: Foundational writing and speaking skills using\nlocal language and advanced for English language, especially in training and\nreport writing.\n\n

·       \nSoftware Applications: Advanced\nknowledge of Microsoft Office applications,\ndatabase and internet applications.\n\n

·       \nCommunication: Advanced oral and written\ncommunication skills using different s of media. Ability to translate complex concepts to individuals at all levels.\n\n

·       \nManagement and Supervision: Proven ability to lead, manage, and\ndevelop direct reports to create a positive work culture.\n\n

·       \nOrganization, Planning and Multi-tasking: Advanced\norganizational and planning skills. Proven ability to set priorities, meet\ndeadlines and multi-task with minimal supervision. Proven ability to coordinate\nactivities.\n\n

·       \nSelf-Management and Teamwork: Ability\nto work independently or as a member of the team, ability to be\ndetailed-oriented and consistently accurate, ability to manage stress\neffectively in a fast-paced environment, and ability to quickly learn new systems,\nprocesses and procedures.\n\n

Minimally Required Education, Experience, and Training:\n\n

·      Bachelor's\ndegree or equivalent experience in international development or affairs,\npolitical science, or a related field; or a combination of education and work\nexperience that yields the minimally required knowledge, skills and abilities\n\n

·      3 years of experience\nworking in international relief and development programs\n\n

Physical Requirements and Working Environment:\n\n

·       \nTravel required: 60% or\nmore within the country\n\n
