Program Coordinator - Sponsorship

The Role
The Program Coordinator is accountable for ensuring effective partnership engagement and management. It is expected that the post holder will have an in-depth understanding of the central role of Partnership in Save the Children Philippines’ Theory of Change to be able to effectively steer partners to deliver more for children.

The post holder is responsible for the regular conduct of mapping and scoping of partners, stakeholder analysis, and organizational capacity assessments to identify implementing partners for Save the Children Philippines’ (SCP) Sponsorship Program. S/he leads in establishing strategic partnership with academe, other NGOs, government units and line agencies to build alliances to advocate child rights programming. S/he is accountable in ensuring partnership with local implementing partners are cultivated in the spirit of SCP’s partnership principles of openness, transparency, accountability and mutuality of objectives, and that capacity building plans for partners are developed

The post holder facilitates write shop among implementing partners, and together with program officers, reviews project proposals from partners ensuring that designs are aligned with the Sponsorship Annual Plan and SCP’s Country Strategy Plan. S/he will tap program officers, MEAL and support unit to ensure technical guidance to partners are provided in a timely manner.

S/he will conduct regular monitoring and evaluation of partners’ progress in program implementation based on the approved project designs. The post holder is responsible in assisting partners to navigate SCP institutional systems and policies and assists them in delivering their strategic plans. These include proficiency in situational analyses and exercises judgment in challenging situations in the absence of specific guidance or knowledge of the full facts. S/he should be able to demonstrate awareness of the partnership context that impact on decision making and should be able to act with integrity and walks away from major opportunities if these are not aligned to the partnership principles of SCP.

The Program Coordinator is expected to have full grasp of Sponsorship program’s common approaches along the five thematic areas -- Maternal, Newborn, Child Health and Nutrition (MNCHN); Early Childhood Care and Development (ECCD); Basic Education (BE), School Health and Nutrition (SHN) and Adolescent Development (AD). S/he ensures that implementing partners are able to co-design proposals addressing issues of marginalized and vulnerable children embedding the cross-cutting themes of Gender, Child Participation, Child Protection, Risk Reduction and Resilience and Child Rights Governance. Together with the Director for Sponsorship, the post holder should be able to facilitate learning sessions for partners to strengthen their capacity in project management aligned with SCP’s operational key performance indic ators particularly in budget management in relation to program milestones indicators.

S/he should be able to facilitate partners to also work on their respective Emergency Preparedness Plan (EPP), when necessary facilitate institutional capacity building for partners including building competencies in humanitarian action. The post holder must ensure that the implementing partners’ EPP is regularly reviewed and updated in the event of a humanitarian crisis.

The Program Coordinator will work with the Director for Sponsorshipand Senior Program Officer in strategy development, program design and development including drafting of proposals and concept notes, ensuring that these are innovative and will complement the Sponsorship program.

The post is also accountable in ensuring that all partners comply with safeguarding, anti-fraud and corruption and safety and security standards at all times.

As a member of the SCP team, the post closely works with the implementing partners in ensuring that the rights of children are protected at all times through timely, relevant and vigilant action. The post is expected to closely work with the Director for Sponsorshipand plays an active role in regional interagency coordination to ensure synergy of program initiatives in the Sponsorship Impact areas. S/he leads in establishing Memoranda of Understanding and/or Memoranda of Agreements with strategic partners. This will also entail representing the organization before local institutions, government representatives, donors, and partner agencies.

In the event of a major humanitarian response and/or in situations where the Sponsorship Impact Area is disrupted by a humanitarian crisis, the Program Coordinatormust closely work with the Director for Sponsorshipto mobilize implementing partners and other stakeholders to respond to emergencies.

QUALIFICATIONS

Essential
* At least 3 years’ experience in partnership engagement and management;
* Experience in appreciative community mobilization
* Knowledge in Social Accountability Principles
* Strong background and proven experience in strategic and tactical planning
* Understanding of rights-based approaches, e.g. child rights programming, gender equality, disability and social inclusion
* Knowledge and understanding of at least one SCP thematic area – Education (e.g. Early Child Care and Development; Basic Education); Health and Nutrition (e.g. Maternal Child Health and Nutrition, Adolescent Development); Child Protection, Child Rights and Governance or in any cross-thematic areas, e.g. Risk Reduction and Resilience, Gender and Child Participation
* Capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
* Knowledge and demonstrable experience of implementing participatory approaches in development / humanitarian work
* Capacity to analyze and navigate dynamics of stakeholders in the area
* Demonstrable experience on oversight of Monitoring, Evaluation Accountability and Learning mechanisms
* Ability to write clear and well-argued assessment and project reports
* Excellent oral and written communication skills; strong presentation and representation skills
* Strong influencing skills and experience in advocacy
* Politically and culturally sensitive with qualities of patience, tact and diplomacy
* Commitment to the aims and principles of SC, in particular, a good understanding of the SC mandate and child focus and an ability to ensure this underpins all our work
* Willing to travel to any part of the country and be deployed for both humanitarian response and development programming

Desirable
* Experience of managing a program portfolio including budget management
* Knowledge in Public Administration and Sociology.

Contract length: Fixed Term position until December 31, 2020 based in National Capital Region
