The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people. Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change. Since its establishment, the GCF has approved 200 projects in 141 countries and has committed USD 10 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts. Position Objective

The Procurement Specialist will have responsibilities primarily relating to corporate procurements as well as provision of external support and advice on procurement standards to potential implementing entities accessing the Fund’s resources to finance climate change projects and programs. S/he will be responsible for supporting procurement planning in the divisions plus monitoring and reporting on implementation of the Corporate Procurement plan with a focus on procurement metrics. S/he will take an active role overseeing the management of assigned procurement-related technologies, reporting, procurement metrics, analysis, and project management relating to procurement governance and/or operational activities. S/he will contribute to stakeholders’ (both external and internal) awareness of procurement policies, best practices, and procedures.

Duties and responsibilities

Purpose

  • Develops strategies for meeting annual cost savings targets; develops the annual procurement plan in collaboration with Divisions to facilitate planning and delivery of procurement requirements; and getting the agreement of Senior Management Team (SMT) to the annual procurement plan.

  • Works with the Head of Administration in establishing and maintaining processes based on approved guidelines to ensure the most competitive, transparent, and sustainable procurement of goods and services. S/he will also prepare well-defined legally binding contracts and manage contracts in collaboration with divisions to ensure that goods and services are delivered to the level stated in the contract.

  • Provide procurement advisory services to both internal and external parties and actively participate in Second Level Due Diligence to ensure procurement standards are well observed in the Funding proposals submitted for review.

  • Takes an active role in enforcing Sustainable Procurement at the fund based on International Best Practice as well as reporting its impact on the Fund’s procurement.

    Engagement

    • Collaborate with divisions to identify and implement optimal sourcing strategies, provide specialist advice, guidance, and service on leading practice procurement to all Fund’s divisions, Identify, assess and manage potential risks associated with different sourcing strategies, provide insight through analysis of procurement metrics.

    • Define and manage key supplier relationships to deliver breakthrough performance in cost, service and quality, including technical input to negotiations on strategically significant contracts.

      Delivery

      • Review work processes, produce regular reports on performance and providing comprehensive management information and in-depth analysis, including spend analysis, secured and potential savings for forecasts and budgets; Utilize reports to streamline procurement processes to optimize the supply chain.

      • Utilize lessons learnt to develop continuous process improvement strategies and sensitize divisions, actively support work improvement and/or organizational change.

        Required experience and qualifications*

        • Master’s Degree in Business Administration, Public Administration, Procurement, or a legal discipline relevant to the job. Full Chartered Institute of Procurement and Supply (MCIPS) is desirable.

        • A minimum of 9 years’ experience of relevant and progressively responsible experience in purchasing/procurement in public and private sectors.

        • Preferably with some experience in developing countries.

        • Strong capability to develop expert analytic reports and information technology knowledge.

        • Demonstrated ability to manage multiple activities simultaneously, delivering high-quality results in terms of process, content, and timeliness.

        • Exceptional problem-solving skills.

        • Strong ability to develop linkages with the Fund’s different divisions and functions.

        • Strong and collaborative leadership capabilities to deliver results.

        • Ability to interact effectively across all levels of the organization.

        • Experience in working with a range of stakeholders in developing and developed countries.

        • Staff supervisory experience in procurement.

        • Fluency in English is essential; knowledge of another United Nations language is an advantage.

          ICT focused:

          • Good knowledge of the latest trends in procurement and contracting of ICT services and products for public sector or international organizations, including subscription-based Cloud Services is strongly desirable.
          • Awareness of cyber security risks, compliance with standard terms and conditions addressing information and data security, and related best practices is considered an asset.
          • Experience in planning, developing, and execution of procurement strategies for ICT service and goods contracting, including managed services, data center, cloud-based services, software solutions (including SaaS), apps/tools development and enhancements (including web, and data apps), digitization services, hardware, and ICT equipment.

            Project focused:

            • Good knowledge of all concepts and principles of and approaches to international procurement, and of public procurement systems and legislations.
            • Experience working with MDBs and/or other international/bilateral aid agencies on procurement policies and procedures is desirable.
            • Experience in providing procurement support and advice to preparation and implementation of programs/projects financed by international financial institutions in developing countries will be an added advantage.
            • Proven familiarity with and solid experience in the practice of procurement of goods and services and the recruitment of individual consultants under donor funding conditions.

              Professional services focused:

              • Experience in development of service category management strategy, institutional procurement policies and procedures; development of standards and criteria for the evaluation supplier capacity, etc.
              • Experience in planning and executing procurement activities in the context of quality and risk management and identifies opportunities for process, system, and structural improvement, as well as improving current practices.
              • Experience in sourcing, cleaning, and preparing data, selection and developing procurement performance metrics that enable easy communication and reporting is desirable.
